there should be a dedicated online portal for government employees where they can submit queries and grievances related to LTC (Leave Travel Concession), leave claims, TA bills, medical bills, transfer claims, CCA, and other reimbursement claims.
At present, many claims are rejected, denied, or restricted at the office level by LDCs or controlling officers, often due to varying interpretations of rules or discretionary decision-making. In such cases, employees are left with limited options and may have to approach higher authorities or even courts, which consumes time, money, and effort.
To address this issue, a centralized grievance redressal portal should be established where such cases can be submitted for review. A panel of subject-matter experts well-versed in service rules and financial regulations should examine each case carefully and provide a reasoned decision. The judgment given by this expert panel should be binding and implemented by the concerned office.
