Q1 > L1 Policy of awarding tenders to L1 should be scrapped. Indians believe in सस्ता रोये बार बार, महंगा चले सालो साल Govt ends up paying more in maintenance and upkeep by awarding contracts to L1. Pre qualification should be on QUALITY OF WORK, Will the material, technical/non-technical workforce be Indian and preferably Local from the location of the work. Respected PM Modi Sir, My suggestion is for administrative reforms related to RTO Office (Driving License) , as per current system if someone lost his/her Driving License then he has to lodge FIR then apply online through Saarthi Portal by paying prescribed fees followed by personal RTO Visit to verify supported documents and submission of application.
