The Income Tax Department, Ministry of Finance, Government of India, in collaboration with MyGov, invites innovative ideas and constructive suggestions from citizens, taxpayers, professionals, businesses, students, and other stakeholders to strengthen taxpayer services and contribute towards building a more transparent, efficient, and taxpayer-friendly tax administration. This participatory initiative provides a platform to share practical ideas for enhancing taxpayer awareness, simplifying compliance processes, improving digital taxpayer services, and promoting ease of compliance.

Suggestions may also focus on strengthening service delivery, leveraging emerging technologies such as Artificial Intelligence (AI), improving grievance redressal mechanisms, enhancing taxpayer education and outreach, and introducing innovative solutions to improve the overall taxpayer experience. Your valuable ideas will contribute towards making tax administration more accessible, technology-driven, citizen-centric, and responsive, while supporting the vision of Viksit Bharat 2047 through better public service delivery, participatory governance, and greater taxpayer trust.

he Indirect Tax Claim Option (ITCO) proposal for India takes these disjointed global mechanisms and improves them by:Removing Manual Work: Unlike tourist refunds or lottery uploads, it automatically tracks payments through UPI and credit card logs backend APIs, eliminating paper receipts.Expanding to Groceries: While Portugal focuses on services (like auto repairs or restaurants), this proposal targets low-income and middle-income grocery consumption to act as a social safety cushion against inflation.Direct Direct-Indirect Linking: It structurally links the GST Network (GSTN) data with the Income Tax Department Portal profiles under a centralized ledger.

Joint ITR Filing Option for Married Couples The individual tax system disadvantages single-earner households and families with part-time working spouses. A single-earner family pays significantly more tax than a dual-earner family with the exact same combined income. Married couples have to keep separate accounts, separate assets just to make sure their ITR doesn't get too complicated. Opportunities for Reform: * Global Best Practices: Adopts successful models from the US (Married Filing Jointly), Germany, and France, which offer household tax equity. * Encourage Joint Assets: Simplifies tax rules to encourage joint bank accounts and property ownership, removing complex clubbing provisions. * Modernize Compliance: Offers a simple alternative to the complex HUF framework for modern nuclear families. Proposal: Introduce a voluntary "Married Filing Jointly" ITR option to ensure equity and ease compliance.

Introduce the The Automated Receipt Tracking Model (example:=Portugal & São Paulo, Brazil)The System: Portugal operates the "e-Fatura" (e-Invoice) portal. When citizens buy groceries, get a haircut, or eat out, they can give their tax identification number (NIF) to the shopkeeper. The Incentive: The government automatically tracks these receipts digitally. At the end of the year, citizens receive a direct personal income tax credit of up to 15% of the VAT paid on specific services. It was explicitly launched to stop merchants from evading taxes by keeping cash transactions unrecorded.

Structure of the Claim MechanismEssential Commodity Exemptions: Allow citizens to claim a 100% deduction or partial refund on the GST paid for zero-rated or low-slab (5%) daily essentials, such as packaged groceries, edible oils, and dairy products.Standard Monthly Expense Caps: Establish pre-defined, tier-based annual claim limits (e.g., up to ₹50,000 per year) matching the taxpayer's overall income bracket to keep the program fiscally sustainable.Direct Income Tax Offset: Automatically convert verified indirect tax claims into direct tax credits. If a citizen owes income tax, the grocery GST reduces their bill; if they fall below the taxable threshold, it triggers a direct bank refund

PAN-Aadhaar Linked GST Tracking: Automatically aggregate indirect taxes paid across digital transactions by linking business-issued B2C e-invoices directly to the consumer’s PAN or Aadhaar.Digital Payment Integration: Partner with the National Payments Corporation of India (NPCI) to safely extract exact GST components from UPI, RuPay, and credit card transaction logs.Utility & Fuel Tax Logging: Pull state and central excise data directly from automated monthly bills, including electricity, piped gas, and FASTag-linked fuel purchases.Customs & Travel Integration: Automatically log customs duties paid during international travel or product imports by syncing passport numbers with baggage clearance portals

Citizen Dashboard & Visual AnalyticsAnnual Indirect Tax Certificate: Issue a downloadable, consolidated "Form 26-IT" summarizing the total indirect tax a citizen paid over the financial year.Interactive Spending Breakdown: Display an intuitive pie chart breaking down indirect tax contributions by sector (e.g., Food & Dining, Electronics, Fuel, Services).Combined Tax Contribution Score: Merge direct income tax data with the new indirect tax ledger to show citizens their true, holistic financial contribution to the nation.

My views is that, People are filling taxes from their income in just hope of that they would get good infrastructure and a good lifestyle, so if tax will reduced then people will spend more on their lifestyle and on many things by which there would be a little impact on collection of tax and we would provide them good facilities. In todays time everyone is using phone so we can launch a portal or app with basic ui/ux by which people can aware about the income taxes and i would like to add. There should be a dashboard of particular district or village where people of that particular area can login and they can check that how much money is govt spending on their distt or village and that much amount of work done has been done or you all will say about the RTI but people are so innocent that they are not aware about that. And using application is much easier and in portal complete details of the working member that in village who is sarpanch and how much money alloted to them for develop.

"The tax system should be simple and transparent. Honest taxpayers should receive faster services, fewer unnecessary procedures, and rewards for timely tax compliance. Government spending should be clearly visible to the public through easy-to-understand reports so that every citizen knows how tax money is improving roads, schools, hospitals, and other public services. This will increase trust and encourage more people to pay taxes honestly."
