No need to tackle urban and rural cleanliness differently.the only way to cleanliness is to enact and implement law.this may seem to be rude but this would be most effective method.

Clean India first we have to clean mind and habbits of ppl of India.involve ppl in cleaning drive for start in India ppl don't understand until u give them something so give a National holiday for this movement and ask everybody rich or poor donate one hour for cleaning in front or near their houses make this mandatory. On next day put all your gov't machinery on collecting the garbage and if some places ppl can't clean so govt official can..... Every house should be made responsible for th

Polythene Pollution: Highest priority to be given. It has been proved that polythene and plastic used in road construction will increase the the road life several times. Increase plastic production and usage without any restriction. We have to frame stringent rules for depositing, collection, not littering, etc to see that all the plastic gets into road making. Collection and pooling waste plastic should be rewarded and littering punishable.

Money spending by government will have no use, until unless the awareness created among the people. To create awareness, govt. should give more importance to develop the teams ( Mahila Sang, Social Helping groups). These teams can be able to give awareness, motivate & finally result oriented.

There is no definite yes or No to this question. The below listed points can be implemented by both and there are some issues which will vary from city to city and village to village: 1. Need for having garbage cans at regular intervals on streets. 2. Need for proper pavement for walking will indirectly help as then the need to place garbage cans will be restricted to only those pavements. 3. Every house/building to have a mandatory yearly inspection and waste disposal management records.

Same approach is not reliable for urban and rural cleanliness. 1) Get public toilets and sewage treatment plants in rural areas. Check that they should be maintained. 2) Let every Indian Middle and Upper Class family donate 50/- per month and the families should be accounted of where their money was used. 3) Rural areas have a huge scope of development. Smart Cities should be established now before it is too late. 4) Smart cities would create a link btw the rural and urbans and development

Yes, urban and rural cleanliness needs to be tacked differently because the issues are different and the reasons too. I think lack of awareness is one of the basic issues with us. Some of the measures I can think of are: Mass awareness programs in the both in rural and urban areas Each localities should be encouraged for keeping their area clean, it can be in the form of prizes (For example: In 2014 this locality has won the cleanest roads award).
