Yes these two issues be kept separate because the situations are entirely different.We should have separate plans for urban and rural cleanliness .Rural plan should focus on nieghbourhood whereas urban plan should focus on larger issues like road footpath dranage .Rural plan give more attention to levelling ground waistemanagement crating more dry toilets and school buildings play grounds etc.
