Suggestions Invited for Formulation of a New Industrial Policy

The Department of Industrial Policy and Promotion, Ministry of Commerce and Industry initiated the process of formulation of a new Industrial Policy in May 2017. Since the last Industrial Policy announced in 1991, India has transformed into one of the fastest growing economies in the world. With strong macro-economic fundamentals and several path breaking reforms in the last three years, India is equipped to deploy a different set of ideas and strategies to build a globally competitive Indian industry. The new Industrial Policy will subsume the National Manufacturing Policy.

A consultative approach has been taken for industrial policy formulation wherein six thematic focus groups and an online survey on DIPP website have been used to obtain inputs. Focus groups, with members from government departments, industry associations, academia, and think tanks have been setup to delve deep into challenges faced by the industry in specific areas. The six thematic areas include Manufacturing and MSME; Technology and Innovation; Ease of Doing Business; Infrastructure, Investment, Trade and Fiscal policy; and Skills and employability for the future. A Task Force on Artificial Intelligence for India’s Economic Transformation has also been constituted which will provide inputs for the policy.

It is proposed that the new Industrial Policy will aim at making India a manufacturing hub by promoting ‘Make in India’. It will also suitably incorporate the use of modern smart technologies such as IOT, artificial intelligence and robotics for advanced manufacturing.

Hon’ble Minister of State(i/c) for Commerce & Industry Smt Nirmala Sitharaman will hold consultations with stakeholders, including industry captains, think tanks and State governments in Chennai, Guwahati and Mumbai. The Industrial Policy is likely to be announced in October 2017.

DIPP invites comments, feedback, suggestions from the public regarding framing of the new Policy.

The last date of submission of suggestions is 25th September, 2017.

आदरणीय नमस्कार,महोदय छोटी मुँह बड़ी बात कह रहा हुँ ,हम सभी शायद यही सोचते हैं की बड़ा परिवर्तन लाने के लीय बड़े बदलाव करने पड़ते हैं परन्तु ईसके उलट होता है,बड़ा बदलाव शायद छोटे -छोटे -२ परिवर्तन के द्वारा हीं आते हैं । महोदय कितना अच्छा हो यदि हम अपना 75% ध्यान छोटे और मझोले घरेलु वाणिज्य और उद्योगों पर केन्द्रित कर दें,गृह - उद्योगों को प्राथमिकता देते हुऐ skill India mission से सहायता लें और वहाँ के अभ्यर्थियों को सहायता दें । 4 या 5 लोगों का समुह बनाकर छोटे उद्योगों को प्रोत्साहित करें ।

Daily we are using lakhs liters of petrol and diesel to our vehicles to run. All most all vehicles are not run with electricity. dear sir aap kitni bhi acchi yojnai bana le jab tak aap ke neche kam karne wale un yojnao ko lagu nahi karenge kuch nahi hoga. mai suresh kumar mourya jiske pass ideas bahut hai lekin unko zameen par utarne ke liye sadhan nahi hai. humare pass kanoon hai lekin usko lagoo karne wale nahi hai. good good governes ke liye good employ hona jaroori hai.

#MyGov 5. Bank’s prejudice to Common people – Bank’s role in this economy slowing our industrial growth. They can give thousand’s of crores to any industrialist, but not a common person, who can give job to 10 more people if he can expand his business. Today China is such an industrialist country because 10-15 years ago all their banks supported every small projects their people want to do. Unless and until we change our lending policy.

#MyGov 4. Less Industrial Hub in India- In Every State, in atleast 4-5 big City, Industrial hub should be created. Government should make sheds and all infrastructure, and lease to small manufacturing companies to flourish. Water & Electricity bills also should be subsidized for atleast 5 year tenure. This will create a big awareness to small manufacturers and they can grow reasonably bigger in very small time, which will create lots of job in each state .

#MyGov 3. Less accessibility to Common People- Make in India policy or term only accessible to rich people and industrialist. Bank don’t give collateral guarantee free loan under CGTMSE to common people, how good your project is. It’s a personal experience.

#MyGov 2. Awareness – only during meetings, address to nation and man ki baat, we hear these schemes. May be some NGO’s are spreading it in some few village level, but 90% people don’t know about these schemes, and how to avail them. Need more awareness countrywise.

There are many sections in our Industrial policy to improve, most importantly in Make In India policy. 1. Hassel - to get any kind of subsidy, or to avail any kind of yojna, may be Mudra Yojna, MSME scheme or even Awas Yojna, all common people till now have to move one table to another, one officer to another to process it. Government may be changing, but people working at lower level not yet changed.
