The Department of Industrial Policy and Promotion, Ministry of Commerce and Industry initiated the process of formulation of a new Industrial Policy in May 2017. Since the last Industrial Policy announced in 1991, India has transformed into one of the fastest growing economies in the world. With strong macro-economic fundamentals and several path breaking reforms in the last three years, India is equipped to deploy a different set of ideas and strategies to build a globally competitive Indian industry. The new Industrial Policy will subsume the National Manufacturing Policy.

A consultative approach has been taken for industrial policy formulation wherein six thematic focus groups and an online survey on DIPP website have been used to obtain inputs. Focus groups, with members from government departments, industry associations, academia, and think tanks have been setup to delve deep into challenges faced by the industry in specific areas. The six thematic areas include Manufacturing and MSME; Technology and Innovation; Ease of Doing Business; Infrastructure, Investment, Trade and Fiscal policy; and Skills and employability for the future. A Task Force on Artificial Intelligence for India’s Economic Transformation has also been constituted which will provide inputs for the policy.

It is proposed that the new Industrial Policy will aim at making India a manufacturing hub by promoting ‘Make in India’. It will also suitably incorporate the use of modern smart technologies such as IOT, artificial intelligence and robotics for advanced manufacturing.

Hon’ble Minister of State(i/c) for Commerce & Industry Smt Nirmala Sitharaman will hold consultations with stakeholders, including industry captains, think tanks and State governments in Chennai, Guwahati and Mumbai. The Industrial Policy is likely to be announced in October 2017.

DIPP invites comments, feedback, suggestions from the public regarding framing of the new Policy.

The last date of submission of suggestions is 25th September, 2017.

Proposal for the New Industrial Policy suggestions are as under :- 1 - The industries which manufacture the products which we are importing should be given special importance & facilities. 2 – We need to curtail down the Chinese Imports to Nil so that our own industries get chance to grow & also our products can be exported in the markets where all Chinese products are sold.

Proposal for Industrial Policy: 1.Allow only 49% FDI in defence from 2018. 2.Improve skills of Engineers so that they can manufacture complex core components of missiles,fighter plane etc. 3.Give contract to Swadeshi companies for manufacturing weapons i.e improve local weapon manufacturing. 3.Give Indian names to Indian brands. 4.Charge Environment tax on every pollution causing factories. If foreign company's factory in India cause pollution charge tax from them to.

at the time of making new industrial policy, focus on which area location where is no any industries in whole country. so transporting and traveling problems automatically reduce.

Reservation policy Current reservation policy is based on caste which will not unite our culture..Caste is nothing but specialization of division of Labour according to demography and school of thought.instead provide reservation based on religions and population.for nondalit Hindus provide reservation based on Varna namely BRAMIN,KSHATRIYA,Vaisya,SUDRA.this will unite us culturally

Job/GST Policy 1.Make all individuals as registered with GST with their Adhar number as their GSTIN,so that they can declare the GST filed based on the Bill no/GSTIN to whom paid,which will ensure GST collected and paid are equal.Provide 5% cash back 2.Reduce Income tax on Salary;increase professional tax based on CTC;ask firms pay it to Local authority where the employee is voter 3.Charge more Water tax for employees from other constituency 4.Make shift time as 6 hours;jobs will increase

Currency Policy 1.Order Banks, Firms to maintain physical cash balance, currency number wise & file return every month.will create jobs/log for each currency.RBI can trace which currency not getting circulated creating black money 2. Instead of Crypto-Rupee, kindly issue Crypto-Cheques with prefixed amount (say Re.1) say 10000 leaves, which can be shared offline, between parties using bluetooth.This will replace Cash. 3. Like Sodexo vouchers,exempt digital payments from Income upto Rs.1 Lac

Land policy 1.Many Invest in Lands & keep it unproductive.Charge Deemed income tax of FD interest on guideline value.This will induce people to build or do farming. 2.Many People/Corporates own non-agricultural land more than say 2 grounds.Order them to re-register that every 5 years once. 3.Maintain log of Land; Ask people who own lands, to file Land return, where they can show survey number wise. 4.Charge more property tax for residences whose voter ID is not in that constituency

Presently Industries are set up on a vast complex of land. Since land is becoming scarce, the Industry should ne encouraged that how their plan layout is accommodated in least area. The Industry should have verticle plants /buildings than horizontal.

new industrial policy should incentivize the MSME industry who makes the full payment of their term loans timely without any default. The Incentive should not be upfront but after successful completion of tenure of term loans.
