Addressing his fellow Indians from the Red Fort on 15th August 2014 the Prime Minister called for replacing the Planning Commission with another Institution that is in sync with the modern times and most importantly in sync with the aspirations of 21st century India. The Prime Minister also emphasized on the important role the states have to play in taking the nation forward.

This forum invites your innovative ideas on what shape will this proposed institution take in terms of structure, composition and area of functioning. Another area of focus that requires your inputs is how this proposed institution can enhance Centre-State coordination and thus become a true celebration of India’s Federal Structure.

1) 1)As per my opinion there is an important aspect which needs to be addressed to overcome leakage of the resources. In my experience of doing the need assessments and impact studies in one of the North Eastern State, I found that there are duplication of the schemes.

Establish ''NAV VIKAS SAMITHI'' (Renovating Committee) instead of Planning commission & 3 Wings. R & D, Approval committee, Implementation. Long term,Large scale projects & programmes may taken up and implement through its own agencies- which should consist group of experts from Public-Pvt participation and avoid Reservations.

It should be named as Jan Seva Sansthan(JSS). I have following suggestions: 1) It shall have a wing in all districts 2) Should function as independent body headed by PM 3) shall report on real time problems and opportunites of respective district information supported by state of the art IT infrastructure. 4) they will look on inflation, proper implementation of govt. schemes, 5) report on betterment on public welfare policies.

The previous UPA govt. introduced lot of schemes intended for the welfare of the people, but its implementation was not done properly with the result either the program-me remained in paper or it enabled the middle men or the corrupt officials to corner the benefits.Therefore,the present govt. should give more importance to proper delivery of services to the people.The objective should be to extend the service, and denial should be exception.

Part-2: 3-Tier wholistic requirement BVA will require 4-Tier management and pool of adequate land, man, labour (skilled/unskilled) professional, material at each Tier of BVA in co-ordination with Distt/State. Each Distt/Region should be planned in a manner to make region self sufficient to meet the all type of inhabitant requirements including basic infrastructure, Planned agriculture, Agri based industry, Regional IT Hub, Power generation, Premium Tech, Med, MBA, Instt etc. Contd to part-3

With no disrespect to our government employees.We all know that if we are visiting any government then it will take a lot of time to get the work done.So my personal suggestion to Modiji would to make things bit privatised and provide jobs to those who are jobless and as a result what will happen is most of us will get a job and the job will done in a much quicker and organised way...

"MISSION INDIA" -Whatever name you choose... Plz Donot name it a COMMISSION... Name it as "MISSION"... -"SURAJ MISSION" OR "SCANNING MISSION" OR "MISSION INDIA" etc etc

Suggestion for Alternative of Planning Commission of India is as follows: New Name of the Institute: Council of State Improvement & Research (CSIR) The existing Council of Scientific & Industrial Research (CSIR) with network of 38 national laboratories in different areas of excellence and the Planning Commission of India can be merged. It can be renamed as Council of State Improvement & Research (CSIR) so that original abbreviation remains the same for CSIR since its inception in year 1942. Both the organisations are headed by Honourable Prime Minister of India. Therefore, the merger will strengthen it. The planning of the country should be based on research and the new CSIR may have the representatives from each state government for the improvement of states of India with excellent application oriented research work. The council's mission shall be to improve government decision making and public policy, increase public understanding, and promote the acquisition and dissemination of knowledge in the matters involving science, engineering, technology and health. It should have powers to take action for the improvement of lives of the people and all states of India based on research studies through its national laboratories with objective for implementation. The existing CSIR is already having CSIR-800 programme with a mission to cover the 800 million people of village population of India for Inclusive growth and improved quality of life through innovative science and technology interventions that are socially and economically relevant. Therefore, the merger of CSIR and Planning Commission may be considered to form a new CSIR.
