Central Board of Excise and Customs (CBEC) is a part of the Department of Revenue under the Ministry of Finance, Government of India. It deals with the tasks of formulation of policy concerning levy and collection of Customs & Central Excise duties and Service Tax, prevention of smuggling and administration of matters relating to Customs, Central Excise, Service Tax and Narcotics to the extent under CBEC's purview.

The current Customs Business Services are being catered through a set of independent applications;CBEC now envisages an integrated platform for providing services through a single application. The new application is envisioned to be built as a high-end futuristic platform which is robust and scalable.

CBEC invites suggestions to improve upon the Customs Business Services namely Cargo Clearance, Courier clearance, Postal clearance, SEZ – Customs clearance, Passenger clearance and Baggage clearance.

We request you to provide your valuable suggestions for improvement in the following:

- Cargo Clearance
- Courier
- Postal
- SEZ- Customs Clearance
- Baggage Clearance
- Passenger Clearance

-The last date for submitting suggestions is 15th September 2016
-Please restrict your comments to 1000 characters. In case your comments exceed 1000 characters, please upload your suggestions as a pdf document.
-The nature of suggestions should be in form of improvements in the current Business Processes
-The suggestions submitted will be reviewed by competent authorities before considering incorporating the same into the new integrated platform scope if found required.

customs is one of the most corrupt departments in India ( may be Police and Revenue are in close competition). Adopting latest technology will reduce it drastically in addition to certain administartive reforms and taking away discetionary powers of customs officials. Introduce product wise bar coding system , x-ray screening of goods being imported, introduction of very heavy punishments for importer/exporter and relevant customs official for false declaration etc. are some of the things

Just visit the website https://www.zauba.com/import-siemens+washing+machines-hs-code.html and see WASHING MACHINE WM14W540IN (BRAND SIEMENS) 9 KGS costs INR 16,017 whereas it is sold at INR 76,000 or for that matter Bosch WASHER DRYER WVG30460IN (BRAND BOSCH) CAPACITY 8 KGS costs INR 24,060 and it is sold at INR 56,000. Present Custom Policy forces Indians to live like कूँए के मेंडक Foreign countries are far ahead in terms of QoS, innovation and production. Levying huge customs forces us to buy foreign product at double the cost because of lack of R&D being done by Indian companies. Allow citizens to bring foreign products custom-free and let these big houses feel the heat. Only then your Make in India concept will take place. Otherwise these big houses take away all subsidies and do nothing for the country.

The jewellery sector exports needs to be looked into... The genuine exporters are facing the brunt because of the hand in glove nature of the miscreants with authorities.. What else explains gold being available at a price lower than the international price of gold... Indian businessman are intelligent to figure that out but I don't know why the departments are blind towards it... Perhaps they get a share of the pie and that is why they decide to turn a blind eye to it.

Dear authorities..the custom department particularly should make the process of exporting gems and jewellery an easy process. We have great value addition chain but the amount of red Tapism we face In the sector for appraisals are such a nuisance... The appraisal officer is more interested in facilitating undervaluation rather than actual appraisal. the silver exports and semi precious stones export and brass jewellery export should be a separate section not clubbed with gold exports.

Lavy of import duty is erroneous.Big MNCs import their own manufactured goods at very low price , use their strong legal department and take advantage of product Classification with lower import duty and sell the same product at very high price. ( 4-5 times ) Small importer is deprived of this Classification and lower import duty for exactly similar competetive product. Thus , MNCs make huge profits and crush upcoming competition. Why not allow same Classification with reference to MNC product.

Lot of medical devices / products are imported because they are certified by USFDA / ISO / CE etc. Indian versions of similar products are looked down upon even though of equally good quality only because they are not certified. Indian FDA certifies only drug items. Hence create a top class authentic body for certification of medical devices/ implants/ equipments etc. so that Indian products can be accepted by users in India. This will help develop indian industry and stop forex outgo.

The process through the customs should be simplified to the extent that custom agents role is nullified.The more the complexity in rules and regulation, the more the harassment. Custom officials try to encash the unawareness of such complexity. One of the most important thing is that these government employees feel that they are son or daughter in law's of the government and hence this assumed security leads them to misbehave with common man and hence productivity is at the poorest level.

One more suggestion. For commercial imports of salable goods, putting MRP / importer name labels on each unit at the port is a huge task. It requires space , time and opening the entire shipment at the port itself. This is too much. Most of times goods are mishandled and get damaged. They are not repacked again properly. There is loss of quantity as well. We receive lesser quality as few units get misplaced. Please do away with this clause.
