Government can hire the skill personnel as trainees under various departments.this will also help to monitor the quality of initiative they have been taken. Also the supervisors will get evaluated on certain parameters which will help in promotion. It will ensure seniors utilize the opportunity to get work done and trainees learn to work.

Please enforce all IIT's, IIM's, NIT's, IISC's, AIIMS Colleges to allow distance education via MOOC concept. Only the famous Indian universities don't have this feature. All reputed institutions in other countries support this!
