I m govt servant in dept coming directly under the PM .my suggestion is that in govt service junior can be given rights to oppose their senior for any unethical activities especially related to curruption. Senior cannot take advantage of APAR system by under grading junior.a separate page for junior feedback with grading of his senior also to be introduced in a par which move independently upto normalisation committee this will become a major change in our administratative system.
