Comments attached. Draft proposes offloading contract matters from APTEL to ECEA yet enlarge it. Commissions enlarged with LAW experienced Member but deprived of contract matters dealing and in other businesses and tariff mattersr rigidly bound seems made weaker. State Governments deprived of option in appointment and subsidy.
Idea:-Renewable energy generation be obligated on generators as % of their total generation from fossil fuels.

1.Electricity Bill's in rural and urban areas are calculated on bimonthly basis whereas the Bill's calculation factor is on monthly. In bimonthly Bill's consumption unit slabs rate calculation becomes high in comparison to monthly bill. Bimonthly billing is right but calculation should be month wise.
2. In north states where sunlight is high rather than other states, focus on solar power is not up to mark. It is to be done on priority.
3. In north states like H.P. solar fencing to farmers.

The electricity bill is very difficult to understand. There should be transparency in it. Provide cheap electricity to industries. No free electricity should be provided to the electricity workers. Pay at the government office on time. Health and payment of contract workers should be taken care of, there should be no corruption in this. People from crowd management should be used so that they can run smoothly. the power electricity hes been improving.

In odisha Electricity is not very important thing.In odisha so much people still thief the electricity without payment by hooking.

Accounts of electricity distribution company must regularly audited by CAG and third party appointment. So the prices can be determined on exact financial and working conditions.

In rural areas , where people are living in remote homes , 12 volt based solar home lights and fans with mobile charging facility is one of the best option. In Haryana , Manohar Jyoti system comprising of Ceiling fan, LED tube light, led bulb with Lithium battery storage and Solar modules etc is being provided on subsidy , specially for unelectrified Dhani's , where setup of transmission lines will be very costly. This system fulfill the basic needs of the family without any electricity bill.

The major emphasis in the electricity act should be in following sequence
1. Energy Efficiency first
2. Energy Conservation second
3. Use of Green Energy.
Without Efficiency and Conservation , there is no use of more and more power plants.
The green power should be mainly from Solar, Wind, Waste to Energy , Biomass and Biogas.
The use of solar power should be , in decentralised way, so not much long transmission and then negligible losses in supply.
