We have law for that but who cares. But now time to grow up. And result will be un few months.

We can get even 30% skilled but unemployment out of country in just few months. For example an govt employee work as a tutor he is getting profit from both side. But a person who is totaly involved in teaching have wait for students. it also harm creativity of student even govt teachers are also engaged with tuitions cant focus in schools thats why result of govt school is so worst. Though teachers are selected by a money spending process then too we get result from govt schools.

actully we have to cut down the texes like vat sales taxetc in all those rural states due to that our industrialist go build industry der.automatically jobs will create der and also v can fight wid garibi n all.

We have lots of job already. But we have to manage that. A single person is appointed for many post in industries. This have to be finish. And the govt employee must not to be allowed to get profit and job anywhere else.
