Public Consultation on Technical Specifications under Pilot Project of Digital Village

In line with the vision of Digital India, Ministry of Electronics and Information Technology (GoI) has envisaged the Pilot of Digital Village with a view to showcase the transformation that Digital India Programme can bring about, to different stakeholders like Departments of Union Government, State Governments, Private Telecom Players, other corporate services providers and citizens especially living in the rural areas.

Digital Village pilot intends to provide a platform for availability of services such as tele-medicine, tele-education, LED street Lighting, Wi-Fi Hotspot and skill development to the people at the Gram Panchayat level in select blocks across various States and UTs. This project moves away from the traditional approach of e-Governance projects (that focused on creating infrastructure) and adopts a service based approach for pilot of the Digital Village.

The key sub components under Digital Village pilot Project are:
a. Tele Medicine services – which is realization of eKranti pillar of Digital India.
Under this service, a group of Primary Health Centers (PHCs) shall be parented to a lead hospital, which shall be a hospital of repute at block, district or state/UT level. Various consultation sessions pertaining to different fields of medicine shall be rendered under the Tele Medicine service.

b. Tele Education services – which is realization of eKranti pillar of Digital India.
Under this service, a group of rural schools shall be parented to a lead school. The lead school shall be a school of repute. The mode of delivery would be two way interactive sessions.

c. LED street Lighting and Wi-Fi Hotspot services – which is part of Digital Connectivity of Digital India.
There will be a high mast LED street lighting tower set up installed at common location in a Gram Panchayat. It would be used to provide free lighting at the common location. LED Street light will be operated from dawn to dusk.
As part of the initiative of digitally empowering the citizens, free access to internet would be provided for at least 5 hours per day.

d. Skill Development services – which is part of Digital empowerment of Digital India.
The VC and other infrastructure facilities available in resource centres shall be used for providing skill development training, holding information sharing sessions and organizing interactive sessions with experts, government officers etc.
Given this context, MeitY along with NISG has come out with draft Technical, Functional Specifications and Service levels (SLAs) for the digital village services.

The draft specifications are now put up for public consultation till 18th January, 2017. The inputs can be from any walk of life and may include citizens, teachers, doctors, technical experts, planners etc.

The government is taking away some of the steps to reduce stress Police Department, I have a simple idea, a group of twenty people in each village, a group of individuals that should be judicious, complaint. Police do not want to work with people at the pressure, the group should be governing for the good of our people, the people will continue to kitihi bad attitude judicious person, he will be a bad result. Group party for the awakening of the people will be law abiding, a group of individuals

Every state pay to central gov instead of Lazy siksha karmi than CBRE Appoint Quality mobile teachers,social work force for educating poor & they will monitored. Central gov give subsidy to this board & involve in planning and also take feedback . Accountability control by Central Gov.Private sector's can involve in this for infrastructure & lease.Profit will be future growth.

1) strong network should be the top priority. ) all retail shops should be provided M P O S at cheaper cost immediately. 3) state government should join hand with this task convey meeting with state government immediately. 4) levy Tax on cash withdrawal more than 50000/- 5) unless cash less business reached at least 60% or more do not relax withdrawal of cash limit.

Needs of smart village 1) garbage collection and waste management 2) waste water treatment 3) godowns for grain storage 4) group farming 5) all digital service in panchayt 6) easy trsnport connectivity to neatest village and taluka 7) water ways for fast and mass transport

Dear Gov, I thing a central board for Rural education must be created as competitor of CBSE their must be difference in education & books but not in standard , This will enrich students to become self dependent, More Agriculture ,maths,human rights,agriculture science & Agri engineering,agri business,etc they will not bag for electricity nor for solar pump,they will create their smart village themselves . Cbse will work in urban.

Villages face problems related to 1) irrigation 2) banking services(which will be solved if govt provide internet facility but what about illiterate villagers? govt has to answer this) 3)LPG cylinder delivery, 4)farm to market transportation, 5)education(but govt can only provide them internet facility and expect them to learn from MOOCs present on internet. but real issue is availability of teachers in schools). ....everything can't get solved by virtual world.

MOOCs courses already available on internet. If govt provide internet facility they will take care of this what is the point of mentioning tele-medicine ,instead govt must focus on building brick and mortar hospitals, dispensaries, clinics. It does not work in reality till proper infrastructure is not laid down

2)LPG cylinder e-booking and home delivery - As there is no home delivery of cylinders in villages which is the case in urban India,The loss of wages in these visits as well as the inconvenience and cost of arranging transport to carry cylinders from the warehouse are a big deterrent for village customers.so people tends to use other cheap substitutes.

some of features I would like to propose for smart village are:- 1)"farming land ownership" on govt website -A lot of fight in villages occur only for farmland distribution. which sometimes lead to court cases as well, which affects both farmers and court. So if govt put details like who owns which part of land it will result in avoiding unnecessary fights.

सिर्फ धन की बर्बादी है जब तक ग्रामीण e-educate नही होंगे प्रोजेक्ट निरर्थक है। ज्यादा अच्छा होता कि नेशनल हाइवे के एक तरफ प्रधानमंत्री आवास योजना के भवन मल्टीस्टोरी बनाये उनमे ही विद्यालय और इंटरनेट से जुड़ीं योजनाएं क्रियान्वित कराइ जाये। डिटेल प्रोजेक्ट उपलब्ध है मेरे पास।
