Directorate General Supplies and Disposal (DGS&D) under the directions of the Central Government has developed an online platform Government e-Market place (GeM), to facilitate online procurement of common use Goods & Services required by various Government Departments / Organizations / PSUs. GeM would thus provide a common platform to buyers and sellers/service providers for Direct Selling and e-auctions.

While procurement of goods is very common, the Government wants to take steps for the provisioning of services (just like products) through GeM platform for the ease of government buyers.

An example of service that has already been provisioned on GeM is Taxi Service. Government Buyers can select from a list of attributes (referred to as Biddable Parameters) example: Hiring type (spot hiring, regular hiring, leasing) , Duration of hiring (Half day, full day, Monthly Yearly etc), Body Type( Sedan, Hatchback), Engine Capacity (800CC to 2500CC) etc. The service provider would provide rates for all these combinations and the buyer can compare the rates for different service providers before placing the final order. The same can be visited on gem.gov.in

On the same lines, DGS&D is trying to draft some other services, the draft SLA and Biddable parameters of which are now put up for public consultation. We would like to have inputs on the specific Terms and Conditions drafted for each service as well as Financial/Technical Biddable Parameters standardized for offering various Services on GeM.

The last date for submission of inputs is 23rd April, 2017.

Quality is very important factor in all services/contracts. Also any service in India should be not only on the basis of honesty and true love, kindness, peaceful but sacredness should be part of it to make our nation really powerful and developed in next few years. Ensure that each contract/service provides employment to the maximum possible number of people in a corporate style environment.

Water management is most important role in a country to survive. It's time to discuss with all ASIAN countries by lead INDIA & RUSSIA to get together all rivers of Asian countries joining by cannel, tunnel, pipe lines, ground rivers, lakes, etc in order to save guard all people who live in Asian countries, which only possible, by connecting individual countries rivers first, then by all countries, which makes INDIA a major role model for ASIA to give up water to everyone in this ASIAN world.

I studied the the draft or 'Energy Conservation Services' #GeMEnergyConservation , I found almost everything up to mark but one thing which I couldn't understand was that what is the need of service provider submitting 6 hard copies of energy audit report. In page 8 of the draft it has been stated so. It is also written there that only one soft copy has to be submitted, can't it be changed to 6 soft copy and 1 hard copy. I think it's more sustainable and more convenient too.

#GeMHumanResourceManagement Not found any policy for technical personnel in the Draft. Don't know maintenance and repair service by single professionals like Computer repairs, AC repair, etc. come under which category, but it is necessary. Machine maintenance is an important matter, and repair/maintenance work can be hired through e-Marketplace. For example service/labour charges for specific repairs can be standardized and availability of personnel/expertise can be shown on the marketplace.

This, following provision or of the kind is a must for the successfull implementation of a scheme, viz; "Any person, who is an authority to take decisions, working for the Govt., shall be either dismissed or demoted from his position on the basis of his 'misdeed gravity'"

... the technical eligibility of the established vendors/suppliers. Established and panelled suppliers/vendors need not to prove their eligibility time and again.

agencies/clients/employers executing similar works/services shall not conduct Pre-qualification assessment of bidders/participants. Rather, the concerned government department/regulatory body shall publish and update the list of eligible vendors/suppliers from which the works/services are to be procured. This will certainly help in saving time & money and relieving pressure for the relatively new clients/employers. Moreover, the relatively new clients/employers are not in position to assess..

Respected PM I am from Gujarat and from health sector i.e.Government physiotherapy college I am very happy with GeM I wish that it must be compulsory I really wish that all service like out sourcing and security should be started through GeM As GeM is the crucial tool to control so many unwanted things Thanks

(2/2) 2. Prepare RFI template and enable supplier self-registration using a comprehensive questionnaire 3. Include clauses for the following categories (missing from the above): Warranty, Insurance, Confidentiality 4. Ensuring compliance should be paramount. Please introduce internal checks & balances to ensure adherence and prevent work-arounds.
