Under the eKranti- Electronic delivery of services, National Centre for e-Governance Standards and Technology has been set up by STQC, Standardization, Testing and Quality Certification as a Centre for formulation of standards under the Ministry of Electronics and Information Technology. Under this initiative, eGovernance service Maturity model has been formulated.

Maturity models are used to assess as-is situations (to diagnose and eliminate deficient capabilities), to guide improvement initiatives (to map the way for improvement) and to control progress. The development in the Information and Communications Technology (ICT) has made it possible for citizens to interact with the government remotely without physically visiting any government office in most of the cases and avail the e-Governance services in a convenient manner. In the context of Electronic Service Delivery – “e-Governance is about the making use of ICT in systems of governance for a wider participation and a deeper involvement of citizens, institutions, civil society groups and the private sector in the decision making process of governance.”

Over the years, the central and state governments have adopted various measures to improve the quality of services delivered to the citizens and have tried to reach different sections of the society to improve the social and economic status of the masses.
This Maturity Model caters to the requirements of e-Governance services strictly in the Indian context. The fundamental goal is to keep the criteria as objective as possible and which is not entirely based on the subjective assessment. An authentic mechanism for ensuring a rational and objective assessment of these services has been dealt with in this model. The model proposes to conduct two kinds of assessments one by the Government Ministry/Department and other by the beneficiary.

The draft specifications are now put up for public consultation till 17th March, 2017.

Dear sir, I live in chhattisgarh and in my state govt. launch a Jandarshan programme for help the public but illiterate employee did not read this related complain and not answering from 1 to 2 years. Suggest us your loving employee do not responding this type of complain and tell i am able to reply the letter not for public. Your employee give the false report to Prime minister office also so where is public in your e-Governance service system, this all for only Govt. employee .

Sir, It has been made mandatory that Police verification of tenant is necessary. It is certainly a good idea. But this has resulted in harassment of citizen at the hands of Police. I suggest as under: 1. Police is concerned with only information about tenant. There should be facility to upload this information online. 2. Wherever the police is not ready with necessary software, citizens should be able to send this information by registered A D or courier. Regards G S Khobrekar

My Suggestions 1)All Policy to be made by Central Governments & State or Local Body to Implements 2)All Type of Governance Services Acknowledgement to be Given 3)All Bank to be maid Mandatory to provide ACKNOWLEDGEMENT of All Application such Loan,Grievances etc with specified TAT mention on Ack Number Proper 4)All Type of Government Payments to be maid Digital & Public disclosure by All 5)GOVT must stop play on NA 44 or 45 or PR Card Registration & to be Centralised like AADHAR

Dear Modi Ji, 1.All state civil service commissions should be brought under U.P.S.C.,so,that corrupt activities of state political leaders are checked and standard of state civil services are improved. 2.Reservation policy should on the basis of economic condition and not on the basis of cast,community and religion. 3.Decentralization of political power encourage corruption at lower level only

The initiative of the government in creating the framework is good. Some other dimensions may be considered. Thoughts in the paper attached. Another issue - this should be for every process of the department, since some processes require different paperwork compared to others. atleast 80% of all processes in a dept need to follow these to be certified in a certain level.
