In Singapore the taxi driver shared with me that their Govt is very strict about cleanliness. On first time offence there is a stiff fine, second time it is doubled. But for the third time defaulter there is no fine. There is a punishment. He/she has to clean a stretch of Public Road. A wonderful deterrent! Rights without responsibility have no meaning. India can implement this. To begin with start with a small zone fitted with CCTV and gradually expand the zones. A Clean India is possible!
