The Policy on Collaborative Application development by Opening the source code of Applications intends to increase the pace of application development and rapid roll out/ implementation by adopting the principles of open-source development model. Government wants to promote reuse of existing developed applications. Successful running applications and new applications are envisaged to be developed within the public domain by opening the application source code and it is also intended to encourage innovation inside and outside Government by encouraging collaborative development to achieve better products in less time.

e-Gov application source open approach—including the use and release of application source to public—can reduce costs, reduce development time, and improve overall quality, including security through increased transparency and mass peer review.

That would indeed be a great thing to do. Something like github would be much appreciated and give opportunity to developers to use govt source code and give in their inputs

1. Open source fabless design for system on chip should be part of national silicon policy. That is fabrication of such chips, used for varied applications, could be included under such policy, as fabrication cost is very high because of lack of proper infrastructure. 2. Software tool support for such fabless designs includes: a. Operating System supporting architecture. b. Compiler tool chain. c. Plugin support for standard application.

It would proved to be great opportunity for the Students and Software Developers to put his ideas into reality by using Collaborative Application Development platform of Government. They can use this platform by not spending much on it if they don't have resources to do so.

Collabrative Application Development means taking the best coders and developers of India to one platform. It may disturb the big IT solution provider companies though. But, it will lower the cost of software solutions and will make it reachable to each and every person in India. It would be a good initiative by the Govt. Of India because the software and e-services will be in reach of everyone and will also lower it's development costs.

this will be a good initiative, but there are some major disadvantages. It gives hackers a free hand to go through the source an find bugs to exploit. I feel that only the front ends should be made open source, the actually application or model should be in a closed source environment. Another thing the govt can do is provide data APIs for all core services from center state govt, let the entrepreneurs design the front end for the users. Best approach.

Can we create competitive environment for all IT companies to send their EE's to participate in forum to create tools & software for govt by having a yearly competition for our bright minds

Tell companies selling hardware such as laptop/notebooks to stop bundling proprietory closed source softwares (like windows/mac) and instead bundle any linux flavour. India will save huge import bill on software cost. Make it manadatory for any company which releases software in India that it should atleast on linux with all features and without degradation ( and an incentive that software will not be taxed) and otherwise double/triple tax. old softwares NOT on linux should be ported within 2yrs

• Tender process to be made more friendly for SME and MSME segment. • Most of the public sector is used only as a tool to get contract from govt. bodies and then offloaded completely to third party keeping a margin of 5%-7% at least. • Govt. can save this cost if they can manage this. • Govt. should give handsome incentive (1 ~ 5% of the project cost) to contractors for early delivery of projects.
