To foster the spirit of 'Jan Bhagidari' and to infuse more transparency into the budget making exercise, thereby having people as partners in the process of budget making, the Union Ministry of Finance has decided to invite suggestions for Union Budget 2016-17.

Citizens are requested to submit their ideas and suggestions on the topics that are generally in the ambit of Budget proposals as presented in the Parliament each year.

Suggestions may be submitted either directly in the comments box or through attached PDF documents.

The last date for submissions of suggestions is 5th February 2016.

Following are my Suggestions 1. Textiles is the highest employment generating Industry in India. The TUF subsidy on New Hi tech machine has been recently reduced to 10% from earlier 30%. The same should be maintained at 30% to promote investment by SME's in Textile sector. 2. Draw back on export is delayed very much. At times we dont get even after 12 months. The system should be improved. 3. On New Imported machinery there is subsidy under TUF@10% & Custom duty @ 12%. Whats use of subsidy

1.EMU SHOULD BE STARTED AGAINST ALL PASSENGER TRAINS. 2.FULLY GENERAL CLASS EXPRESS TRAIN SHOULD BE THERE ON EVERY BUSY ROUTES AT MORNING OFFICE TIMES, FOR DAILY PASSENGER (MST HOLDERS),SO THAT RESERVE PASSENGER WILL NOT BE DISTURBED 3.

Also a financial Allowance of Rs.500/per month- must be given to farmers rearing a pair of Cow orOxen. this will encourage unemployed to stay in village .Be self employed by rearing animals +Preven cities from overcrowded. Also it will save Gau Mata & also adquate quantitiy of Cowdung Manure will be Available for agriculture. Even fertiliser subsidy to fertiliser companies must be given only if they ascertain/assure production of cowdungmanure/vermicompost in ratio of production

to STOP-Migration & to encourage people to stay in Villages & also preventing Overcrowded-Cities.Easy&Minimum-Loan(5Lac Max.)withLowInterest rates must Bgiven to People making Houses in Villages. also a financial help of Rs.500/per month- must be given to farmers rearing a pair of Cow orOxen. this will save Gau Mata & also adquate quantitiy of Cowdung Manure will beAvailable for agriculture. Even fertiliser subsidy must be Adharlinked+conditional(Rearing of2-4Animals compalsary)

All subsidies by the Governments whether Central or State must be through DBT and these should be directed towards low income groups only. There must be urgent steps to weed out ineligible categories. Aadhar and PAN issuance should be synchronized. For issuance of PAN/AADHAR, there should be clear instructions to mention full name of the beneficiary. Government must initiate steps to have single identity document which must be linked with all documents

Money collected by way of increase in Excise Duty on petroleum products must be spent for creation of infrastructure mainly in roads, irrigation and railway sectors. Senior citizen benefits given under income tax and railway etc. should be rationalized. Senior Citizen benefits should not be extended below the age of 65 uniformly irrespective of gender.
