Dear Prime Minister, For the upcoming budget -A fund should be setup to impart people management skills to Govt employees working in dept.s such as electricity, police, Bsnl, water works. And Sir lack of public transport in Millenium city Gurgaon due to which we are highly rude auto drivers who overcharge and there is no fare policy or rules to regulate them. I believe this happens all across India.

When we think about transport, prime-movers are, mainly electricity-driven, diesel or petrol engines driven. Alternate fuels have to fall within these two broad-divisions, though coal & lignite are confined to power-plants ( let us keep atomic energy as a unique class). Hence, ways must be found to "commercially-exploit" alternate fuels for power generation, now that petrol-products see fall in prices. Govt. must encourage R&D in this; for over 2 decades biodiesel, rice-husk only identified??

Slab based Surcharge can be introduced for all transactions done in India. For Ex:- If transaction is between Rs 1-100, then Surcharge is Rs. 1-2 If transaction is between Rs 101-500, then Surcharge is Rs. 2-3 If transaction is between Rs 501-1000, then Surcharge is Rs. 4-5 The figures are used for indicative purposes only and can vary. I'm sure for citizens spending 500,1000 Rs, an surcharge of additional few rupees wont matter much. The money collected can be used for new initiatives.

A surcharge can be collected on all transactions done in India to mobilize funds for R&D in Solar, Science. The mobilized funds can be used for funding private institutions to come up with new technologies within a short time.

A new fund "Bharat Innovation Fund" can be started and open to contribution from all citizens. Contributions to that fund can be deducted from the tax payable. The money collected can be taken up for R&D efforts in Solar, Science,etc...

Please stop subsidies on Chemical Fertilizers and Pesticides, instead provide farmers with cash subsidies. This will encourage them to go for Organic Farming.

Income Tax Rates should be lowered, this will result in more citizens paying tax and hence more net revenues for the government. Keep faith on the tax payers and stop scrutiny process as ITO has an intention of just collecting bribes through this process.
