In the Chandigarh Building Rules Urban 2017, as per Page 13 Heading 4.1 Residential (Plotted) - whereas a Minimum Plinth level of 0.3m (1’-0”) and a Maximum Level of 1.2m (4’-0”) has been prescribed in case of Kanal Houses, only a Minimum Plinth level of 0.3m (1’-0”) has been prescribed for Marla Houses. Thus no maximum Plinth level has been prescribed for Marla Houses.
It is, therefore, suggested that a Maximum Plinth level should be prescribed for Marla Houses too.

To reduce pollution in smart city we can have Electric Buses they can run on Solar Energy or direct current from power grid. The Solar Panel on bus roof top will generate electricity for bus. Bus get charged within 30 seconds. This will help to reduce carbon footprints and pollution and 100% zero emission. Initial stage it can done in selected city later it can be roll on to other cities. For more details check this link and YouTube video.

Recycling plastic is big problem of Govt. I have one suggestion. In order to make smart city road more durable the Govt. can use the Recycle bottles, plastic bags, broken plastic material which is in waste form. The plastic can be melted along with Tar, asphalt and can be used in construction of road this will help to create more durable roads & will extend the life of Road even potholes can be fixed. check this you tube link https://m.youtube.com/watch?v=MbgU7Ox4jZM, https://m.youtube.com/watch

Smart City should have Smart building, Complex & Smart Infrastructure's. The electric power supply can be generated from Geothermal Power which is renewal energy from Earth Crest. All the flats should be connected with optic fiber & with internet connection & must be interlinked with each flat with video door camera. Waste should be collected by underground gas system. Wi-Fi connective in complex. Free Wi-Fi services. For more detail check linkhttps://www.youtube.com/watch?v=NDNTK8Ng5GQ
