what makes Indian culture less entrepreneurial is lack of capital. Its not like that Indians don't have talent but they could not manage to get the resources/investment.
So there must be an open policy that should encourage young innovative people to make their ideas real by giving them needed resources such as capital (at low interest rate), land etc.
At least innovative ideas must be encouraged and the approach should be pragmatic.

Small entrepreneurs can initially be supported by the Govt with special minimum financial support of livelihood scheme and creating a special secured web portal to sell their products online. They can be supported for 6 months with maximum 1 yr. Many artisans and small business can be grown by this system.

To give a push to the inculcation of spirit of innovation among the youth, it is the call of the times that the youth should be spirited to take a call at the right time, also at the earliest, as to which field of activity they would feel spiritd to pursue. IT IS EQUALLY IMPORTANT THAT THAT WHEN THEY THINK IN THIS REGARD, THE YOUTH SHOULD KNOW AS TO WHOM TO THEY HAVE TO TURN TO FOR RIGHT ADVICE AND REQUISITE GUIDANCE. THE YOUTH MUST HAVE AVENUES AT HAND TO ATTAIN PROFICIENCY.

One of the basic issues at the grassroot level seems to be that the poor youth realize the value of education, but don't knowhow to make a decision on what interests them. They need guidance on how to choose something that interests them so they can o a good job of learning/ continuous learning. Why not have job agencies provide free counselling to these youths o they can figure out what they enjoy doing? This way they wont give up in between skill learning/ enhancement.

Entrepreneurs must be provided with information about patent/copyrights/trademark laws and various documentation required and procedures involved in setting up the business. Most of the entrepreneurs find it difficult at the early stage of the business where in government backed committee should be formed to provide guidance and support like venture capitals.

Entrepreneurship colleges should be established.
Structural Eductaion like laws applicable. Ethics, and performance measurement should be provided.
Major focus of the course should be on the Export procedures, this wil serve dual purpose of eployement and export promotion.

Promote students to establish small business or make some small business like vegitable sales a bigger one.

Most importantly promote groups of entrepreneurs. As it is human tendency to avoid complete risk..

first :- simplify labour laws.

businessmen are busy in different laws (like labour laws, esic, epfo, taxation etc.) instead of doing business.

if anybody wants to improve businesses in India this must be the first step.
