First Step is to adopt a common ID linking EPIC , Ration card ,Aadhar ,PAN .there must be an easy way to incorporate changes like address and a a relatively good photo since @ present many have photo identity without clarity.
Start with digitization of Birth certificate to begin with with a number which can be maintained as Aadhar number and can be there till one lives.The card number upon deletion can
lead to issue of Death certificate and deletion of a person in all records.

At this point I believe that police records should be digitized at priority. All the criminal records and FIR records should be centralized and digitized. I hope that will bring down the crime to a greater extend

All the record of every person may be digitize and linked with aadhar .This record may include his personnel history, Office record ,Personnel owned non moveable property, Bank details , Police record if any. For this the personnel identity like his aadhar should be used so that no conflict should happen in finding irregularities.

We need to merge all the id cards into one single card. We have the Aadhar to work on.
Merge the details of Voter ID,PAN,Drv Lic, Ration into it. The data can be digitised so the person only has to have one card with them. All the details would be digitally stored.(The Passport can be an exception to this)
It would also make sense to digitise documents like Birth and Death Certificates, Tax Returns, Educational and Degree documents.As the system grows, we can add insurance and med data to it.

we should be able to raise a complain against all department in one place.this should provide unique track number to follow the issue. when the issue is resolved then it should be communicated to the complainer. no office should not have access to complainer details. the ticket should be auto assigned to the person in charge of it in government and also to contractor if it is under contract maintenance and auto escalate to seniors if not addressed. create mobile app to load pic and GPS location.

ADHAAR is the best way for large scale digitalisation. we don't need separate voter card, pan card, ration card. later on we can add other details like passport no, educational records, criminal records, land and vehicle ownership and the list is never ending.....

AadharID can be mapped with multiple services as a Single SignOn ID
1) a student educational information (certificates can be digitized)
2) individuals Professional/Business occupational information (work/business certificates)
One time submission where the each individual details are logged and can be accessed by any authorized service consumer.
An indian will digitize his/her details/certificates once in his lifetime and so there is no need to submit again at every place.

Digitalis land documents.
1.create a centralized digital map integrated with all government department.
2.create digital land document with GPS co-ordinates of the property boundaries and land owner details
3.every property should be provided with smart card and digital biometric during land registration.
so that everyone can see their property in online map which include all government property.
this will resolve property disputes, selling of goverment property,conserving forest and lake.

Large Scale Digitization is only possible by involving the Association/federation having presence in each part of the country. Now it essential to involve Federation of All India IT Association for this work,having more than 50000 IT professional members all over India.Now we are planning for national level workshop for Smart City Projects to be implemented.
