While tribal communities hold immense potential, systemic barriers must be addressed to ensure their meaningful participation in Viksit Bharat.a. Displacement and ExploitationIssue: Development projects displace tribes without adequate rehabilitation, e.g., the Polavaram Dam in Andhra Pradesh affected over 100,000 tribals.Mitigation:Enforce the Land Acquisition, Rehabilitation and Resettlement Act, 2013, with tribal-specific provisions.Create a Tribal Displacement Monitoring Cell to ensure fair compensation and resettlement.

To harness tribal contributions, Viksit Bharat must address systemic challenges through inclusive policies and robust implementation.a. Land and Resource RightsChallenges:Despite the FRA, only 14% of potential CFR claims have been recognized (as of 2023), leaving tribes vulnerable to displacement from mining and infrastructure projects, e.g., in Odisha’s Niyamgiri and Chhattisgarh’s Hasdeo forests.Encroachment and bureaucratic delays hinder land titling.Recommendations:Fast-track FRA implementation through dedicated tribal land tribunals.Enforce Free, Prior, and Informed Consent (FPIC) for projects in tribal areas, as mandated by international conventions like ILO 169.Use GIS mapping to resolve land disputes and secure tribal tenure.
