The Govt. of India has set-up a High Level Committee (HLC) of experienced persons and experts under the Chairmanship of Hon’ble Member of Parliament, Shri Shanta Kumar, to recommend restructuring of Food Corporation of India (FCI) with a view to improving its operational efficiencies and financial management.

The constitution of the High Level Committee by the Government of India and its terms of reference are placed in the public domain at FCI website: www.fciweb.nic.in  

General Public and stake-holders including professionals, academicians, scientists, NGOs/institutions, self-help groups, co-operatives, farmer bodies/associations, rice/ flour millers, handling & transport contractors, government bodies etc. in the field of food management, agriculture, storage, warehousing, supply chain and logistics etc. are hereby solicited to send their suggestions on restructuring of the Food Corporation of India.

Suggestions are also invited to reorient the role of FCI in Minimum Support Price operations, storage and distribution of foodgrains and food security systems of the country.

Views may also be given with regard to integration of supply chain of foodgrains in the country, suggesting most efficient model for storage and least cost option of moving grains alongwith tracking of carriage. Views on
models of scientific storage and upgradation of technology in management of foodgrains are also welcome.

Construction of warehouse in the area of APMC so that all the foods can stored by private so that a good quality can be maintained

FCI - Losses in FCI require great level of modernization and infrastructure which involves lot of capital, however as a step to start with we need to move into modern ways of packaging that helps store better and deliver better in comparison to traditional packaging that is seen from ages. We in india have evolved a lot and needs to maximum usage of the same for modernizing which will first help in having a better safety than a dust and fungal go downs.

The Farmers carry their produce to market to sell it to Govt agency or Pvt cos. A lot of transportation is used by farmers with a wastage of grains in open due to rain etc. To distribute, it is again sent to towns & villages and again transportation. If a well designed suitable grain storage system is constructed in every big village or in a cluster of villages in association of Food & Supply Dept , then It will save a lot on transportation & inconvenience to farmers as well as to agencies.

Other than procurement of Paddy / Wheat, the rate for transportation is high. Food Subsidy is to be decreased to over come the loss to the corporation. Management should take necessary steps to control the losses. Clearance of stocks and construction of godowns/silos will reduce the losses. Corruption in FCI is high, try reduce that.

FCI is a highly corrupt organization. From the managers to the godown/ warehouse chiefs to the truck drivers are heavily corrupt. Storage is careless and hundreds of thousands of tons of food grains are allowed to rot and spoil and be attacked by rodents. 1. Storage needs to be changed from being is stacked jute bags to silos that will be filled with pneumatically moved grain from pneumatically equipped vehicles. This will create safe, clean and vertical storage.

FCI is the monopoly corporation in India to supply food to all the public. Increase the strength in the department. High checking of quality and buffer storage should be kept only for 2 years. The changing of Labour systems in depots to be improved. Construction of silos n Machinery in godowns instead of labour to be improved. 35% of FCI's budget is allocated for labour payments. Instead of Restucturing, i suggest to take necessary steps along with the State Govt. to take part in Procurement.

Here are my points -Fill up all the posts 1st -Build a well maintained air cooed,damp proof,insect & pest proof warehouse for keeping food materials and use separate halls for preserving separate grains or foods. -place cisf like agencies for security so that theft can be prevented. -Monthly stock check should be done and uploaded on website with pic and quality of food. -employees must get transferred in tenure of 3-5 years so that monopoly cant be created. -buyin prices should be of markt val

saansad aadarsh gram yojna:- our society has number of ideas to improve facilities. But these ideas didn't reach upto gram panchayat. Ideas need publicity so that they can be reached to ears of proper persons. Every individual TV channel should show a program on these ideas. Mahapanchayat mela should be organise every year and show different ideas to panchayat so that they can implement these ideas in their villages.
