The Govt. of India has set-up a High Level Committee (HLC) of experienced persons and experts under the Chairmanship of Hon’ble Member of Parliament, Shri Shanta Kumar, to recommend restructuring of Food Corporation of India (FCI) with a view to improving its operational efficiencies and financial management.

The constitution of the High Level Committee by the Government of India and its terms of reference are placed in the public domain at FCI website: www.fciweb.nic.in  

General Public and stake-holders including professionals, academicians, scientists, NGOs/institutions, self-help groups, co-operatives, farmer bodies/associations, rice/ flour millers, handling & transport contractors, government bodies etc. in the field of food management, agriculture, storage, warehousing, supply chain and logistics etc. are hereby solicited to send their suggestions on restructuring of the Food Corporation of India.

Suggestions are also invited to reorient the role of FCI in Minimum Support Price operations, storage and distribution of foodgrains and food security systems of the country.

\

Views may also be given with regard to integration of supply chain of foodgrains in the country, suggesting most efficient model for storage and least cost option of moving grains alongwith tracking of carriage. Views on
models of scientific storage and upgradation of technology in management of foodgrains are also welcome.

7.for collect ration should take time average 15 minuet . present take time two hour.
8. company can give franchisee or self outlet, they will operate online software.

1. FCI should run digital Mandis, instead of Mandis being run by brokers.
2. We should make some law undr which state gov. Should take responsibilty of storing and destributing grains at optimum price.
3. There must be 1 warehouse in each zone of a state,that should be constructed in privatly owned players.
4.Railway wagons to be avoided;instead use GPS Enabled Trucks&Bar Coded bags.
5. And most imp. Monitoring and tracking of each transaction with the help of software technology not manualy

Respected PM, In one of your lecture u mentioned MAKE IN INDIA and said find what you can make here. For this we need data what is imported and how much it is imported. I tried to search this data , but there is no data available. Please make this data available then see how things can move. this information should be circulated so that people know where to invest time and money.

cont 3.. All containers entry and weight will be recorded automatically. Zero fraud.

Accountability: We need to keep all grains accountability. Like Grains Came from, sent to which end user! etc ect!! Profit/Loss to government.

If we keep expenditure of each rupee we spend and public the system will be more active and efficient.

cont 2.. ration shops. Use of jute should be stopped. But its upto gev to promote jute industry! To make transport metals boxes should be used which will accumulate at least 100-200 Kg grain. And those will be stack-able, like containers. So overall transport and storage cost will get down!! Less workers will lead to less cost. But these things to be implemented without removing/ impacting workers job!.

As we are going to use metal containers we can name them like train bogies.... cont 3.....

Production Step: Produced grains should be categorized according to its size, shape, color and quality. Farmers will get smart card and smart app to keep digital record of his sell of grain to the government and on that basis he will get paid directly in his bank as well as he will get compensation next year on natural disaster in his bank account.

Transport: Taluka level Storage houses should be formed which will help less transport cost and same grain should be delivered to the .. cont 2..

Good transport grid, and there should not be any tax from state to state. the food material,veg,fruits to be out of middle man, the farmer should sell it direct and then transport to needy area direct.

Transport and distribution of natural,staple foods, such as rice, wheat, daal, grains, fruits, vegetables,salt and sugar etc must be free of all kinds of taxes, local or central. Net work of FCI in procuring, storage and transport of the basic food grains must be comparable to post and telegraph network in India. In other words public distribution system must be in absolute streamline manner. For any leakage in the system there must be individual or group punishment.

FCI is one of the most corrupt organisation.

Theoritically FCI shows that it is holding large food stocks in godowns. In reality, there is no good quality grains in these godowns.

If in some year, unfortunately India has to depend on this stock, then it will become Public that there is no stock as per books of stocks.

As a first step, please organise stock check of stock at all locations.

we should pass a law which makes the state government accountable for taking adequate steps to ensure food grains are not wasted, this may include construction of godowns, empowering the farmers, societies to help govt. institutions for the same. If any state govt fails to do so, central govt should take over and penalise the state goats suitably. Private players should be allowed to take care of this and govt should pay rentals/fees if the state govt. is unable to do so own its own.
