Government employees can form a small unit or organisation in their respective posted areas so that all may use cycles or solar powered vehicles to come to offices. Of course they will need two things in advance.
1) proper road / path for cyclist. Danger free traffic and roads.
2) bicycles provided by govt ( so that a sense of equality prevails) and government garage and mechanics for repairing that too easily available.
