Ministry of Ports, Shipping and Waterways has circulated draft of Indian Ports Bill 2020 for public consultation which will repeal and replace the Indian Ports Act, 1908 (Act No. 15 of 1908)

The draft Indian Ports Bill, 2020, seeks to,inter alia, enable the structured growth and sustainable development of ports to attract investments in the Port sector for optimum utilisation of the Indian Coastline by effective administration and management of ports. The proposed Bill will provide measures to facilitate conservation of ports, taking into account the prevalent situation with respect to the high number of non-operational ports. It shall further ensure greater investment in the Indian maritime and ports sector through the creation of improved, comprehensive regulatory frameworks for the creation of new ports and management of existing ports.

The Bill also seeks to, inter alia, create an enabling environment for the growth and sustained development of the ports sector in India through the following broad methods:

1.Constitution of Maritime Port Regulatory Authority
2.Formulation of the National Port policy and National Port plan in consultation with Coastal State Governments, State Maritime Boards and other stakeholders.
3.Formulation of specialised Adjudicatory Tribunals namely Maritime Ports Tribunal and Maritime Ports Appellate Tribunal to curb any anti-competitive practises in the port sector and act as a speedy and affordable grievance redressal mechanism.

The up-to-date provisions of the proposed Bill would ensure safety, security, pollution control, performance standards and sustainability of Ports. The Bill ensures that all up-to-date conventions/protocols to which India is a party, are also suitably incorporated. This will promote marine safety and security in the true sense. The Bill will fill up the gapsfor achieving scientific development of Ports and Port Network.

The Bill seeks to provide increased opportunities for public and private investments in the Indian maritime and ports sector by way of removing barriers to entry, simplifying processes and establishment of agencies and bodies to plan and enable growth of the ports sector. Enhancing “Ease of Doing Business’,it will provide greater impetus to a self-reliant domestic investment climate in the maritime sector, towards AatmaNirbharBharat initiatives of the Government.

The draft of Indian Ports Bill 2020 is issued for public consultation for seeking the feedback and suggestions.

Dear sir, भारतीय बंदरगाहों का विकास बहुत ही जरुरी है इससे हमारे देश का विकास आगे बढ़ेगा बंदरगाहों पर बदलाव लाना ये एक अच्छा कदम है इससे आयात निर्यात को अंतरराष्ट्रीय स्तर पर बढ़ावा मिलेगा बंदरगाहों के विकास से वहां रह रहे मछुआरों का भी विकास होगा जिनकी रोजी रोटी ही बंदरगाहों से चलती है हमारे मछुआरे भाइयों को रोजगार मिलेगा अभी तक वहां पुराने तौर-तरीके थे अब उनके साथ मिलकर नये रुल नियम बनाए जाने चाहिए जिससे हमारे देश का और हमारे मछुआरे भाइयों का भी विकास होगा

All ports must be developed at international standard without loosing ancient look and natural views. Any private entities have undertaken any work and it is dragging at whatever the reason maybe do not entertain such entities how good they are. Provide management to any entities who are keen on national interest similar to TATA. At any reason whatsoever the reason may be if one company not completed within the stipulated time contract must be allocated to new team even jointly

Digitalization of Ports should be done with High Speed Internet Connectivity. All Ports should be interconnected to monitor the traffic, Cargo loading, unloading and containers and vessels tracking digitally. Data can be stored on Dedicated Server for future analysis purpose.

Every Port & Harbour must be local people management to entertain them to the best practice instead of politico-bureaucratic alliances grabbing the business and doing nothing along with looting public money policy must be avoided. Drive-in drive out facilities may be introduced in the port that vessel could carry vehicle from one port to next Do not allow encroaching land acquisition instead expansion must be towards the sea. as much as an area must be allowed to expand Under current study

Cargo and Cargo traffic handling capacity should increase with operation efficiency for all coastal ports with a generic SOP wherever possible. Storage warehouse near ports should increase which will be managed and govern by Government.

The primary requirement is the facilitation of all Ports & Harbours connecting by water route. Inter river connection along with the port connected to the tug-in program. All Harbour must be mini-port facilities along with fishing service some entertainment facilities to the common public. Aluminium reefer vessel system implemented to combi transportation satellite-connected ID Card system along with remote sensing agency of ISRO to be connected to avoid wrong people plying.

Dedicated Freight Corridors should directly connected to our Ports with 100% electrified track. And with more Loading - Unloading capacity.

All Ports a should run on renewable energy like Solar and Wind. Ports are the good source of Wind Energy thus, surplus electricity can distribute to nearby villages if any.
