Inviting Suggestions on Draft India Data Accessibility & Use Policy 2022

The draft India Data Accessibility and Use Policy was published on MeitY website on February 21, 2022. Since its publication, MeitY has been receiving several comments and suggestions on the draft policy. It’s also observed that there is a need to bring in some more clarity with regard to some of the clauses in the draft policy so that the objectives of the Data Accessibility policy to enable better services is made amply clear. These clauses will be finalized after getting inputs of stakeholders in the consultation process Accordingly the draft policy document for consultations is being shared here.

Even though the policy considers anonymisation as a desired goal there is a lack of legal accountability and independent regulatory oversight…. There is also a failure to consider scientific analysis and the availability of automated tools for the re-identification of anonymous data.

Privacy: India does not have a data protection law (Data Protection Bill) that can provide accountability and remedy for privacy violations such as coercive and excessive data collection or data breaches. Here, inter-departmental data sharing poses concerns related to privacy since the open government data portal which contains data from all departments may result in the creation of 360 degree profiles and enable state-sponsored mass surveillance.

india should kept the privacy of their citizen at supreme along with technology advancement and digital divide. we are the phase of massive digitalization where everything has become online so to complete the global advancement need of the hour is to ensure digital inclusion of all the citizen. we should make a active policy on two different basis where we divide data into personal or non personal one, non personal data can be share with certain restrictions but the data that is personal and crucial should not be share, gov should create a separate department for maintaining the data of their citizens that can be use for the benefit of gov policies and their proper implementation but this department should be independent of any domination from gov, public inclusion required for proper advancement so awareness campaign should be launched for making awareness among the rural areas and there proper use should be done in a very effective way.

Centailsed in one portal .. each area department one bharat Use " tab name. Examples Jai hind I am Indian Proud to be Indian Or Aland bahart Rather putting tab name click to" submit " This will show more solidarity who so ever is searching that. Site or regiterting through that asite Rather. It should be mandatory on all majore websites in India

Data policy whether we have any say in it. The systems are built by the west & corresponding software,operating systems is also designed to their requirements. What we can safeguard is access to our data to some extent. My view on thesubject but not on policy matters When we walk inside a well organized large library with proper approach & access to books.Your job of searching a book for a particular topic if it's over in a short duration you will appreciate the library & call it well organized. Now our data sorting is done by computers. I don't know the exact mechanism. Initially we had data in bytes now it's reached terabytes & beyond. We have enormous data on the internet for our use & get in a short time. Day by day more surveillance cameras get connected to the internet & the load is increasing. Does such types of database reduce the speed of the system. Or does it get bifurcated with a different wave length depending on it's protocol. Now certain viruses keep the systems loaded--

Some of the points I would like to see are 1- proper city and town planning regulations 2- privatisation of sanitation and other dept 3- compulsory tests and education of public towards road safety and cleanliness 4- mandatory public service for traffic or other offenders 5- road signs stating offences and fines. Inclusion of public in MC meetings for suggestions.

Recent war has shown that how big tech companies like GGL/FB?Msoft can paralyze you by not providing services. we are so called big IT hub of the world, but we do not have our own platform, search engine, channel like you tube, or social sites like FB/Twitter or other. In order to be truly independent our IT companies must spare some research time on this, and govt. must give tax benefit who are engaged in research. Adding Sanskrit to it can have big advantage of network security. Share your thought
