The Ministry of Ports, Shipping, and Waterways, under the Sagarmala Programme, intends to create an ecosystem for the development of Ro-Ro (Roll-on, Roll-off) ferries and waterway transportation throughout the nation. When compared to traditional modes of transportation, this method of transportation offers a number of advantages, including shorter travel distances, cheaper logistics, and less pollution.

The draft guidelines aim to standardise and streamline the development and operation of ferry services, as well as, promote ease of doing business by reducing delays and conflicts, Additionally, guidelines will aid in boosting private players' confidence, hence expanding their involvement and encouraging healthy competition in such ventures.

The draft of Guidelines for Operationalization of Ro-Ro and Ro-Pax ferry service along the coast of India is issued for public consultation for seeking feedback and suggestions.

Further, it will help in instilling confidence among the private players thereby increasing their participation and promoting healthy competition in such projects. The Ministry intends to seek feedback and suggestions on the draft guidelines for the operationalization of Ro-Ro and Ro-Pax ferry service along the coast of India from all stakeholders

New Delhi [India], June 16 (ANI): The Ministry of Ports, Shipping and Waterways has prepared the draft of "Guidelines for Operationalization of Ro-Ro and Ro-Pax ferry service along the coast of India" after incorporating the preliminary inputs received from the stakeholders. Ministry in a statement said that the guidelines encompass the two aspects of ferry operation namely; concessions for terminal operation and license for operation of Ro-Pax vessels. "These guidelines will homogenize and streamline the development and operations of ferry services, along with, promoting ease of doing business by eliminating unnecessary delays, disagreements and introducing digital interventions at the customer interface," the Ministry stated. It further added that they will also help the State/UT Governments and Port Authorities in the implementation of such projects by standardization of procedures.

When it comes to providing safe, well-organized and cost-effective operations of the vessels, the designers, operators and owners of RoPax and RoRo terminals and infrastructure follow a set of operational rules globally.

With the increasing focus over the usage of RoPax and RoRo for numerous purposes, both on domestic and international routes will fetch new requirements for these features and facilities, with new risks. Therefore, risk assessment on the combined terminals is the prime need of the hour.

New terminal layouts and facilities will be needed with combined RoPax ships. In some instances, the terminal locations can also be changed to provide safety to the passengers, both for driving and walking. A big challenge for combined terminals is that they require more space.

Today’s RoRo terminals contain large spaces dedicated for storage of trailers and cars, exclusively. RoPax ships comprise both stern quarter ramps and stern ramps. For better capacity of loading an unloading vehicles, these new RoRo and RoPax vessels can also have bow and side ramps.
