The General Aids to Marine Navigation along the Indian Coast is administrated by Directorate General of Lighthouses and Lightships (DGLL) as per Lighthouse Act, 1927. Over the period of time maritime sector has undergone massive change. There have been enormous technological developments in the field of Aids to Marine Navigation. To incorporate the global best practices, technological developments and India's International obligations in the field of Aids to Marine Navigation, the Draft Aids to Navigation Bill 2020 is prepared to replace existing Lighthouse Act 1927.

The Draft Aids to Navigation Bill (to replace Lighthouse Act 1927) is hereby circulated for comments of all concerned.

cont.fromearlier sub.-Just like wearing a helmet is compulsory for two wheeler drivers,similarly wearing of life jacket or a village made life jacket should be made compulsory for people entering the sea or any other water body where chances of any mishap are there; or the people should carry a certificate to be an'expert swimmer'(in the sea).These laws should be extended to rivers and water bodies where any chance of a mishap may be there. Today we have the p medium oTV&R to spread awateness.

Though fishermen children are trained to enter the sea in the early morning along with their boats; general public and tourists are not trained(especially students not at all trained,and many a times,they are tempted to enter the sea or any other wsterbody).Short term training sessions should be provided in seaside villages and towns.On TV&Radio training to wear the 'life jacket' before entering the sea should be given.Light houses and Light boats can play a role on this. We should develop more ports, airports marine dry docks and fishing jetty to attract more business n revenue in shipbuilding and dry docking. More more container cargo boats should be manufactured in india to get jobs for the young generation.

आदरणीय प्रधानमंत्री जी नमस्कार जय हिंद हम लॉकडाउन से अनलॉक हुए इस पूरी प्रक्रिया में बाज़ार खुलने का समय सुबह से शाम ही रहा अगर हम पचास प्रतिशत बाज़ार रात्रि दस से सुबह पांच तक कर दे तो दिन के बाज़ार में भीड़ आधी हो जाएगी और रात्रि को बिन जरूरी बाज़ार में कोई आयेगा भी नहीं इससे करोना कि चेन कम होने में रोक लगेगी धन्यवाद् जय हिन्द

India's maritime infrastructure is very outdated. India needs to convince the world to invest in Indian maritime and ports so that India can supply goods to the world and also develop technology and jobs in India for the youth. India has the highest natural resources in solar, wind and tidal energy. India can be a global solar energy hub and generate free electricity by 2025

Sir, For maritime and navigation industry, to develop we required good transport system. Well equipped airport with huge cargo terminal. Road with fully operational cargo equipment. And railway with passenger and cargo services. A computerised It system and skilled workforce is essential for the development. Collaboration with other countries which have best maritime manufacturing companies, like Japan ,korea usa,UK, Holland, Norway like that. Navigation charts and navigation booklets printed.

These details as given below are collected through various credible sources, recently retired staff, by which we can understand how this small department of Lighthouses & lightships under shipping ministry of Central Govt., is eating Crores of Govt. money, by hiding various facts of its functioning.
