Historically India has been a world leader in higher learning. Our universities like Nalanda and Takshashila were foremost learning centers of the world. The profound knowledge of these centres attracted scholars from across the world. After these seats of learning ceased to exist, great universities of the western world came into being, marking the shift in knowledge production and dissemination from the East to the West.

We need to restore our rightful place and make our universities and colleges producers of knowledge for the world. In this endeavour, the government is committed to ensuring that our higher education institutions achieve the highest levels of global excellence in teaching and research. To start with, it is proposed to provide an enabling regulatory architecture to tenpublic and private institutions each to emerge as world-class Teaching and Research Institution. They would be facilitated by giving autonomy on academic, administrative and financial matters. It will enable meritorious and talented students of India and abroad, irrespective of their financial status, to realize their dreams and enroll for getting highest quality knowledge, taught by renowned global knowledge providers.

The above initiative is the beginning of our journey to restore the original mandate of higher education regulators, as facilitators and guides, driven by norms of self-disclosure and transparency, instead of top-down command and control and micromanagement, in the quest to achieve world-class standards in all colleges and universities. This would enable our universities to become leading global centers of knowledge production.

The aim is seek comments /views/suggestions from citizens on following documents:

i. Policy on Establishment of World Class Institutions
ii. UGC (Declaration of Government Educational Institutions as World Class Institutions) Guidelines, 2016
iii. UGC (World Class Institutions Deemed to be Universities) Regulations, 2016

Good morning Mr. PM Sir. You are listening the hearts of people. I have been observing the functions of UGC since 1998. It is not right time to think about world class universities. More than 90% of Indian Universities do not have minimum infrastructure and academic facilities. After fulfilling the minimum requirements only it is good to think about worldclass universities.

UGC should be given descretary powers with knowledgable base. Allotment of colleges should be through corporate tieup to encourage technology and skills which should enhance value to students and upkeep of today's needs.

Education to all is a very good initiative and inviting world over population to get education in India is another nice step in this whole exercies. Be it UGC or any other body, powers should be free to use, there should not be any political involvement and pressure from ruling or opposition. Allotment of colleges should be on corporate basis, not to individuals and maintaining colleges by non qualified people who has underneeth political influence. To day many colleges are like that.

ugc must be given more funds to grant research funding to many universities.also ugc must make an annual or bi-annual reviewing of universities for better progressive prospects. UGC must promote research by proving much more funds which help in nation building like make in india. Jai hind!!!

UGC must first ensure and certify professors and faculties for knowledge even in private universities as a major setback comes with the quality of people teaching the subject. next ugc must implement guidelines so as to encourage knowledge and skill based education rather book only knowledge please improve the standard of testing graduates. please make all admission processes transparen to any institution under one exam and not writing one exam for a university and other for anonther university

#UGC, #WorldClassInstitutions, #MHRD, #UniversityGrantsCommission, #MyGov Ensure these new universities contribute to Universal Humanism, Environment protection, world peace, Fair treatment of all humans, and should give additional importance to Common peoples problems like Efficient Public transport systems, clean quality Standard roads in cities, self employement courses as per emerging Industrial and commercial needs in its affliated Colleges,schools at affordable fees.

#UGC, #WorldClassInstitutions, #MHRD, #UniversityGrantsCommission, #MyGov Make Mandatory to establish R&D Centres Medicine research centres, affliated Model schools, Colleges for private Universities (should collect equal fee along Govt Schools) with assistance from Industries. Encourage Money Rich Temple Boards like TIRUMAL TIRUPATI, SHIRIDI PURI etc to establish Universities with a chain of Schools colleges in Backward districts with govt grants 50% and free lands,with service motto 100%

#UGC, #WorldClassInstitutions, #MHRD, #UniversityGrantsCommission, #MyGov First Let existing Universities address local problems like Dusty roads even in Hyderabad like mega cities, Flooding roads, Accident causing culverts, Patholes on Flyovers also due to Corruption or engineering faults, Traffic problems due to improper Roads or Junction designs, easily spoiling roads due to rains etc.Then we can think of International Universities.Or Make mandatory to Find a problem-and Solution system

In respect to UGC Guideline and regulations for institution, I want to suggest that, all the university must have research center for students, the students can be registered for the research of various things of their subject including social research, further, education of our indian culture is very important, all people should have knowledge of self, spirituality, religion, yoga, meditation, etc. should be encouraged,further, spirit of nationalism must have in all students, best wishes
