Historically India has been a world leader in higher learning. Our universities like Nalanda and Takshashila were foremost learning centers of the world. The profound knowledge of these centres attracted scholars from across the world. After these seats of learning ceased to exist, great universities of the western world came into being, marking the shift in knowledge production and dissemination from the East to the West.

We need to restore our rightful place and make our universities and colleges producers of knowledge for the world. In this endeavour, the government is committed to ensuring that our higher education institutions achieve the highest levels of global excellence in teaching and research. To start with, it is proposed to provide an enabling regulatory architecture to tenpublic and private institutions each to emerge as world-class Teaching and Research Institution. They would be facilitated by giving autonomy on academic, administrative and financial matters. It will enable meritorious and talented students of India and abroad, irrespective of their financial status, to realize their dreams and enroll for getting highest quality knowledge, taught by renowned global knowledge providers.

The above initiative is the beginning of our journey to restore the original mandate of higher education regulators, as facilitators and guides, driven by norms of self-disclosure and transparency, instead of top-down command and control and micromanagement, in the quest to achieve world-class standards in all colleges and universities. This would enable our universities to become leading global centers of knowledge production.

The aim is seek comments /views/suggestions from citizens on following documents:

i. Policy on Establishment of World Class Institutions
ii. UGC (Declaration of Government Educational Institutions as World Class Institutions) Guidelines, 2016
iii. UGC (World Class Institutions Deemed to be Universities) Regulations, 2016

I want to ask one ques, Do we know why age limit is fixed in civil service exams , Bar council of india to study LLB, Medical counsel to study MBBS?. I think nobody knows why. But still we are fixing the age limit. This what spoiling our country. Since arbitrary and unscientific fixing of age limits for study and job recruitment. Peoples are not continuing the education.It is creating unemployment,people thinking no use of study after 30. Talented are not coming for higher edu bec they loos age.

1. Avoid commer of edu. 2. Provide Free edu to all.Scholarship, min fee facilities in govt college.3. Appoint high quality teachers. By Centralised teachers recruitment cell.like IAS. monitor such that teaching get more valueIAS 4. For each course central monitoring , syllabus , exam, single certificate issuing boards.cancel all universities create the boards of studies under UGC like CBSE 5.Avoid fake degree, univer scams.6. Remove arbitrary/unscientific fixing of Age limit in EDU/jobs.

Reservations based on caste , Creed, state reservations etc should need restricted to undergraduate level, until they can secure a job and a living. Reservation in every step will only deny opportunity to meritorious students who look upon Western countries instead of fighting the system. This was, is, and will cause BRAIN DRAIN, which will create immense loud to country's growth and economy

we make our whole education system unique means whole india has to learn one syllabus in any feild and this syllabus is decided by very knowledgable person of that feild and make whole edu. system in English because English is a international language and we have give competition to world for that English is necessary and also we have to make our whole edu. Systems in English except languages of respective States. Every state boards have to follow the CBSC syllabus no individual board syllabus.

Higher education needs committed teachers.Research is good but not at the cost of training students in their areas, manual skills.I felt sad when recently students from nit told me we enter with lot of knowledge but leave the institution half baked since many teachers dont take teaching seriously. Good VCs(age and others should not be a criteria),directors is a must.Hope this govt will apply their mind

sir, ugc ne self finance courses start kiye like M.Sc. electronics and communication but isme koi job bhi nhi or kisi subject k equal bhi nhi. even gov. bhi is subject and course ko prefer nhi karti hai. or sthiti aisi ho gayi hai ki ye subject ko koi prefrence bhi nhi deta or student admisssion bhi nhi lete. kyu na is subject ko or badaya jaye or job k liye prefer bhi kiya jaye.subject badane se teaching job milegi or sath hi ise gov. bhi elegible kare or sath hi IT,physic k equal kiya jaye.

#UGC: 22.0 Auit- the relation between auditor & audited is sometimes like one variant of Stockholm Syndrome. In Stockholm Syndrome the hostages have a positive feeling towards the captors. Many auditors develop a close relation with the institutions they audit & deliberately suppess the irregularities. Satyam computors collapsed despite auditing by PwC. While we audit the institutions, it is important who selects the auditors & who are they. And some ethical teachings are necessary for students.

#UGC: 7.1 Members of EEC have huge responsibility starting from selecting to monitoring of the implementation of strategic goals. They form the most important component of the idea of World Class Universities. Every possible care should be taken to select the best of them. 15.0 Ideally there should be no reservation in world class institutions. If it can not be avoided, at least there should not be huge differences in the mark between diffrent communities. Selection should be transparent.
