Can you please talk on 'Why RTI queries are not replied in most of the cases'?

Can you change the definition of 'suspend' for government officers as they still get half of the salary. why don't you create rule LOP (Loss of Pay) as long as the officer is suspended? Can you make rule like if some is suspended more than twice in a year he/she will be out of job?
