The Government has taken a good initiative in formulating RERA. The act has been upheld by SC also. Now it is time to ensure that the judgments delivered by them are implemented expeditiously. At present the RERA orders one party to pay/refund the amount and if the party failed to pay in the time allowed, the aggrived party needs to go for Execution process. It will be in the interest of all, if state RERA maintain a seperate bank account and direct the party to deposit the amount in that account within time period allowed, failing which it may be treated as Contempt of Court and suo motto action be taken by RERA authorities. This will ensure that parties do no delay the process by filing baseless appeals and divert the available funds in the meanwhile. This will also reduce the litigation/ appeals to a large extent.

On the union budget inluding factores giving priority specially for rural area and clean india mission that is also running If we connect the rural citizen with technology and developing program it give us a revolutionary reasult.

Only profits earned from investment in Shares etc may be allowed as the investorfs are financially litterate to assess the risk involeved and the commercial viability of the startup.

Thanks for this great initiative to be ears to common man. I propose that Government should look at incentivizing the Income Tax. Making it lucrative for a common man to be invested in it. Even a Rs 100 discount on an apparel worth Rs 2000, attracts people and make purchase. Provide some quantitively measurable incentives like 1%, 2% , 3% (these numbers need to be more refined and pragmatic based on data received from Government agencies) discount in government schemes, property registrations, property tax, railway booking depending on the tax slab they belong (based on PAN number). There are obvious indirect benefits as Tax paid helps in nation building, but these small benefits will help people see some direct benefits and some fence sitters would jump in to avail the benefits and help in increasing the Tax-Net.

As per section 10(AA)ii last limit for exemption of EL encashment was capped at Rs 300000/- from april-1 1998 by notification in 2002. Prior to this erstwhile government issued notification by SO 249(E) on 26.3.96 for those non government employees retiring in between 1.4.95 to 30.6.95 & 1.7.95 onward exemption given 130320/- & 135360/- respectively. i.e. DA release also considered. The act speaks as under for non government employees i.e. section 10(AA)ii ." the limit as the central government may, by notification in official gazette, specify in this behalf having regard to limit applicable in this behalf to the employees of that government" Thus bone of intention of act was not the discrimination between government & non government employee but the limit in amount applicable to government employee in regards to EL encashment ,the same to be applied to non government employee . Suggest to issue notification in ref to enhance limit to Rs 2000000/- to save intention of law.
