1. Make the local level government also financially independent. Take out a percentage of gst and income tax for directly transferring to panchayat. And began auditing for panchayat expanses also. 2. Change your solar rooftop scheme and make it free so that anyone can just apply online and get free rooftop installed. It will have many benefits like pollution reduction and renewable energy etc. But the most imp thing is anyway govt spends so much money on land acquisitions to make large solar parks which can be avoided and it will exponentially increase the solar energy. It will eliminate the need to distribute free electricity to people.

Madam Finance Minister, I urge you to kindly simplify the tobacco tax structure by reducing the number of tax tiers and implementing stronger packing rules for tobacco products in the Union Budget 2022-23. For this, kindly consider these changes: 1. Reducing the number of tiers on cigarettes to 2 from the current 6 for taxation 2. Mandating a minimum pack size of 100g or more for retail sales of smokeless tobacco pouches as the current low unit prices have made it very much affordable for all. Thank you Regards Vidya Pandey
