India is accelerating towards an increasingly digitised and data-driven economy. With increasing digitization and engagement, the volume of data is also increasing exponentially, providing opportunities for better governance, service delivery and innovation in sectors critical for societal transformation.

Against this backdrop, the National Data Governance Framework Policy aims to enhance access, quality, and use of data, in line with the current and emerging technology needs of the decade.

The Ministry of Electronics and Information Technology invites all Indian citizens to bring their best ideas, inputs and suggestions to the table as we move ahead to become the hub for Data-driven innovation and decision making.

Government has all the resources to identify whosoever is committing any crime or evading taxes. Even local police has information about illegal activities going on in their jurisdiction. But it is pathetic that they use information to their personal benefits and to make money. Only when something big happens, the matter comes to light. Income tax and GST departments have information about hawala deals and black money but do they really act? Whatever government does to implement the data driven governance and faceless or contact less dealings, ultimately, data is to be utilised by humans at ground levels. This is the catch and all the purposes of data driven governance gets flattened. What is the role of data here?

Aadhaar data already has photographs of all the citizens. Now, Government shall incorporate face recognition software in Aadhaar to identify the protestors damaging or burning the public properties. All these protestors shall be debarred from taking any government benefits, ration, Aayushman Bharat etc. Already many countries are using face recognition technology to identify the criminals and terrorists moving at public places. Spending money in data collection, storage and data protection is justified when whatever data we have is effectively utilised.

A section of GEM must be made available to General Public for buying goods for their daily use on concessional basis and revenue so generated must be used for the development of country and firms those registered for this facility must also contribute 2 percent of their profit to govt fund for development works thus dual benefit one side revenue generated on another side business increases thus employment increases and third indirect benefit is establishment of Govt firms for business to counter online business portals run by MNC

A centralized work allotment agency must be constructed to allot all works of Govt departments or autonomous organization which cost more than 25 lakhs through this agency to other govt departments if possible so that funds will be routed in only govt sectors and if not possible to best available candidate firm with reason of allotting

Recruitment in all Govt Departments including autonomous organization universities etc must be made through SSC or UPSC on annual basis and for intermediary contingency a reserve panel must be drawn so that if intermediary requirement that must be made from this panel that will reduce biasing or corruption in appointment upto large extent

Some govt schemes must be devised in such a way that all authorized citizens having ancestral records in Indian Books of revenues must be covered with retirement pension scheme and health scheme so that anybody in country will not remain uncovered with social security for it must be mandatory for every citizen to register and contribute for these schemes when they become eligible for job or when they get their first job on nominal fees and during break in service or unemployment period govt should devised some mechanism so that scheme will remain continue with family cover benefits

MP MLA Councillor, panchayat fund allocation must be made public through online portal and fund allocated by public representative must be also be available online and request for fund allocation can also be made online so that people need not to go to theses peoples again and again for fund allocation request for development work in their area and it can be easily verified which type of work is going on their area under these representative to check reality in ground and if any deviation objection can also be raised online which results in scrutiny by third person or govt agency

in such high population maintain data record is such a big deal but not also difficult if managed by specific unique way eg- in property records data collection if whole of the border line then cross line of within border line state wise then attach it by symbol/sign/perticular theme eg or speciality of that state then sub divided in2 small groups areawise & merge it even cn be subsided by its allotted 4 which purpose- education/park/office/corporate ets & most of places not in use house ets untill in use allot it/or rent 4 sports purpose plantation ets whole of India most construction build by british period then also data record in medical field by person disease eg- human body nothing but made by chemical componant & if these components categories agewise after 60 or between 30/40 ets eg- heartbeats r sem may differ it's speed so data collection if records per person heartbeats allow little bit difference or margins but cn be good way..

Data policy economy my money in uniformity data should not be manipulate so bring it on symbolic or by sign of specific areas/work/department so later it will be sorted in sub- divided eg if we want to corrupt less department most public affected divided in2 categories which will quick access & immediate needed implement such as water medicine ets then that data (rough/raw materials) do sub divided which direct link to accessible work that will help 2 categories false/fraud data - in property division in2 utilize by it or in small groups areas & then interlinked or merge it - eg recent time what's gonna in nation those who damage public property those whoever - all their information from which party belong all parties data & their workers - who work from them on ground level even traveling data how they suddenly comes their- Infotech every citizen having aadhar number their work so who damage public property quick their accessibility ..

1) Please ensure Automated Data Governance to remove manual efforts. Use data hub with semantic layer, data warehouse, data integration, business intelligence tool, intuitive data modelling, hybrid data collection approach.2) Ensure Data Auditability. 3) Have data governance partners like IT security, risk management, council, tactical & operational stewards. 4) Monitor & evaluate success of data governance. 5) Develop & document Protocol with 3rd party data providers. 6) Formalise agility behavior of how data is defined, produced, used, sold, shared, store & destroyed. 7) Build capacity for analytics. 8) Think of Triple constraints- Value, Costs & Risks for answering critics. 9) Have data steward by -area, function, system, process,project, business, technical, operational etc 10) Have Maturity Model of framework 11) Formalize process for prioritisation 12) Have error check practices & clean up process 13) Data minimisation with granular data access policy.14) Relate unstructured data
