India is advancing towards a citizen-centric digital governance ecosystem. In this direction, the Department of Posts (DoP), Ministry of Communications, proposes the Digital Hub for Reference and Unique Virtual Address (DHRUVA) to establish a standardized, interoperable, and user-friendly digital addressing system as part of the national digital public infrastructure. To provide legislative backing to this initiative, draft amendments to the Post Office Act, 2023 have been prepared based on stakeholder consultations. The proposed framework aims to enable secure, consent-based address management and “Address as a Service (AaaS).”

The Department of Posts, in collaboration with MyGov, invites citizens to share their suggestions/ comments on the draft amendments.

Post office is the backbone of having data on how many houses and how many citizens live in a locality. This rich data can be source of information can be synchronised for income tax, census, Voter's list so on. Make this digital registry as authentication for residents proof for all govt services. Any shift in residents should take clearance from one post office and give it to new address post office for compulsory resident certificate. This will help in our day to day life and for counties security. This will monitor all residents- ownership, rented details. who lives where can be monitored. Post office can become digital residents records authority. Let us utilise this govt office for something worthwhile.

At post office in addition to normal postal services, other services like Ration card enrolment ,Railway ticket Booking, Tendering of Telephone Bill and Light Bill should be incorporated. Post offices should become the Centre for popularization of all the Central Government schemes to the public. Duties can be arranged in two shifts. General shift from 9 to 5 pm and second shift from 2 to 10 pm. One important thing is that post employee should deposit their mobile before starting their duties towards Post Master or Head and can be taken back after their duties. Otherwise scene is that long line for speed post is there but person assigned for the duty is busy on smart phone. Physically present for job but mentally doing something else. This should be the rule for all government offices. Post Offices should become standard model to provide all the public services.

As a citizen, I support the proposed amendments to the post office act, 2023 and the DHRUVA digital address initiative. it can improve service delivery and make address management easier. I request the government to ensure strong data privacy, simple consent, and easier access for rural and less digitally aware citizens.
