Ministry of Women and Child Development has formulated a draft Bill on “Trafficking of Persons (Prevention, Protection and Rehabilitation) Bill, 2016” for further consultations with all stakeholders. It aims to create a strong legal, economic and social environment against trafficking of persons and for matters connected therewith or incidental thereto.

The draft Bill has taken in to account the various aspects of trafficking and its punishments as defined in section 370- 373 of Indian Penal Code, 1860 and aims to include other offences/ provisions which are not dealt in any other law for the purpose of trafficking, such as (1) penal provisions for the disclosure of identity of the victim of trafficking and witness (2) use of narcotic drug or psychotropic substance or alcohol for the purpose of trafficking (3) use of chemical substance or hormones for the purpose of exploitation. The draft Bill has also taken in to its ambit the ‘placement agencies’ by making mandatory for them to also register for the purposes of this Act.

The proposed draft Bill aims to place dedicated institutional mechanism at District, State and Central level. It also envisages a designated Agency for the investigation of offences. It provides for Protection Homes and Special Homes for short term and long term rehabilitation support. For speedy trial with a view to increase prosecution and to reduce the trauma faced by the victims, the proposed draft Bill provides for establishing Special Courts in each district and experienced Special Prosecutors. Recovery of back wages and other monetary losses of the victim of trafficking is also proposed.

The draft Bill provides for mandatory reporting within 24 hours by a Police Officer, Public servant, any officer or employee of Protection Home or Special Home having custody of the victim of trafficking to the District Anti-Trafficking Committee or in case of child victim to the Child Welfare Committee. For the effective implementation of the proposed Act and for the welfare and rehabilitation of the victims an Anti- Trafficking Fund will be created.

hi, I am happy that Our govt is ready to take more initiative on the issue of Human traffecking which is today a major problem of India.Recently while studying, i came to know that more that half of small kids, children and specially girls are facing problems of human traffecking.Please check that the main problem is at ground level only, we have to invovlve local administration as this mainly takes place in rural areas. local level NGO involvment is also necessary.

#childadoption Sir, I found a boy who was begging on streets, as i spoke with that child i found that boy is curious to study but as his father and mother is no more , so i wish to take responsibility of that child till he completes 18 years of his age . I need to know everything about this ASAP ! Can you plz let me know the procedure to give him government shelter, food , and study for which i will pay my own !

#HumanTrafficking, We can stop it by:- 1)A common website for Missing people. 2)With the help of Traffic police we can easily control it. I even heard that Police gets hafta from the beggars. Let's not give any money to the children, by giving money we r encouraging human trafficking. 3) special team to stop trafficking.

We should have a one common Website for missing people for in india, where pulbic, police and anyone can post a details of the missing people with photo, So that any one can watch the same and help them to trace it, If a Person is missing today, post the information on the website, this information will be send to all the email id in the city where he belong to. after 24 hours to all the email id of near by states. If the person or child is trace ,post will deleted by authorise user.

When would we stop seeing children being forced to beg openly by gangs and we are doing nothing about it...Why don't we simply arrest these adults and put them in jail who are forcing these kids to beg.. It is rampant everywhere and being done openly without any fear. Infants are drugged and carried to ask for for money in their name. This is absolutely shocking.. What is the ministry doing.. I am a huge Modi supporter but this really embarrasses me. Pls do something about it ASAP

No doubt it is a good initiative, however following points should be considered as well 1. the timeline for procedural activities need to be reduced. 2. The special team should have powers to replace the investigating officer if improper reporting is observed. 3. Job opportunities should be provided to victims post rehabilitation.
