Nearly a decade and half has passed since the National Policy for Empowerment of Women, 2001 was formulated. Since then significant strides in global technology and information systems have placed the Indian economy on a trajectory of higher growth impacting the general populace and women, in particular in unique and different ways. The discourse on women’s empowerment has been gradually evolving over the last few decades, wherein paradigm shifts have occurred –from seeing women as mere recipients of welfare benefits to mainstreaming gender concerns and engaging them in the development process of the country. These changes have brought forth fresh opportunities and possibilities for women’s empowerment while at the same time presenting new and emerging challenges which along with persisting socio-economic problems continue to hinder gender equality and holistic empowerment of women.

The policy envisions a society in which, women attain their full potential and are able to participate as equal partners in all spheres of life. It also emphasises the role of an effective framework to enable the process of developing policies, programmes and practices which will ensure equal rights and opportunities for women.

The broad objective of the policy is to create a conducive socio-cultural, economic and political environment to enable women enjoy de jure and de facto fundamental rights and realize their full potential.

Emerging Areas

1. Making cyber space safe place for women
2. Review constitutional provisions to enable equitable and uniform entitlements for women irrespective of caste, community or religion.
3. Protection of surrogates mothers, commissioning mother along with children born
4. Redistribution of gender roles for reducing unpaid care work to maintain balance between work and family roles
5. A comprehensive social protection to address vulnerabilities of single women

Ministry of Women and Child Development, GoI invites your inputs on the National Policy for Women 2016 so that a comprehensive policy document may be created which would address all the objectives of this policy.

Govt should focus more to bring gender neutral law which is the need of the hour. Gender neutral maintains the balance and harmony in the Indian society which is getting degraded rapidly with many young couple spending court cases rather build their lives. Please stop the draft ASAP as there is no doubt that the policy will be misused the same way as #dowryact or #Domesticviolence act. Even the top court of India as recognized the rampant misuse of such laws. Don't bring down Indian families

Dear Government Please, don't draft National policy for women 2016.if u want to make any policy then please make it for gender equality. Is it an offence to be a man in india. Is government don't think that there should be some policy and rights for Men's too.Men pays more taxes in india compare to women. By coming this policy nothing will be benificial. In india men will be commit more sucide if this policy come.

I totally condemn this policy which is against Constitution and Human rights. In the name of women empowerment the Govt have already introduced 50+ women centric laws resulting in 100% misuse with 98% dowry cases being proved as false as NCRB. Further drafting such policies make MEN criminal from the tie of his birth and will result in many kids/boys fighting cases even before they start their education. People will dread to give birth to boys.

First correct and stop abusing of existing draconian laws like 498a and then think of new policies and new laws. This draft is completely gender biased in its current form. India has bad reputation with its 498a and don't need many more women only favored laws.

I quote the quote by our esteemed PM, that appears at top of this page here - "Let us join this mass movement towards Surajya, Realise the hopes aspirations of the people and take India to greater heights!" - What an irony this quote reflects, because of the actions that resulted in this MISANDRY filled draft policy by WCD minsitry whose Minister doesn't consider MEN to be PEOPLE. Or does PM himself thinks, Surajya can be achieved only by the strength of WOMEN ?? OR HAVE MEN BECOME DISPOSABLE ??

Since Honourable Supremn court itself mentioned many times that woman are taking benefits from such of types of laws and using as a tool to extort money. We all knows that thousnad's of cases are pending in courts and now this becomes a crore's industry. Insted of any modification please abolish and save families.

Why is the ministry turning a blind eye towards the apathy created by one-sided gender biased laws.Gov drafted a law back in 1983 that has been misused to an extent that the Apex court termed it as "legal terrorism". Stop cornering men in the name of women empowerment. If indian families r going to be stuck in false cases, how will d nation grow? Who needs such poorly drafted policy similar to DV act and 498a. Mk sure there r consequences for misuse of such policies & not just vote bank politics

For protecting women Rights we have Following :- 1 50 Women Centric Laws 2 Women & Child development Ministry 3 National Commission for women 4 Various Helplines & aap like Himmat . After having all these Still women wants more Draconian & Nonsense laws like #MaritalRape Hope ur #NationalPolicy4Women will take action against law misusers u/s498A 354 376 DV 406 etc Best Regards Sandeep

Why all the laws are only for WOMAN why no ministy or law for MALE. why the system is becoming Biased. There is no sunch law or any sort of amendemnets is needed in the name of WOMAN EMPOUREMENT. One side WOMAN wants and fighting for equality and other side demanded for special laws /rights. So many families are already been destroyed by woman centric laws 498a/406/DV/125. Instead of any amendments please abolish such type of gender biased laws. PLEASE SAVE MAN,

Making special laws for women is favorism and discrimination against men and not equality. Men are already suffering becoz of already formed gender biased laws. So never think of making such laws. In my opinion make separate ministry and welfare board for men to save men from extortion by unscrupulous women
