The substitution of factories in the Index of Industrial Production (IIP) compilation refers to a proposed methodological change by India's Ministry of Statistics and Programme Implementation (MoSPI) to replace defunct or non-representative units in the current data sample with active ones. This ensures the index remains accurate and reflective of current industrial activity.
The current IIP methodology relies on a fixed panel of factories selected during the previous base year revision (2011-12). Over time, this fixed panel approach has led to issues:
Approximately 8.9% of the factories in the current sample are no longer operational, have permanently closed, or have changed their production lines.
Continuing with these inactive factories requires the use of estimation or imputation methods, which compromises the accuracy and continuity of the IIP series.

I support the proposed methodology for substitution of factories in the IIP and believe it improves accuracy, representativeness, and international alignment. My detailed comments are attached in the PDF.

Good afternoon sir,
The following are my suggestions for government departments including banking sector.
1.They can use the licenced AI for their documents translation purpose when they deal with property documents.
2.While sanctioning mortgage loans sme loans and housing loans..if the documents are in the regional language or other than english..official would feel difficulty in understanding the title deeds..not only title deeds documents from revenue authorities also..
3.Banks or Government departments would use their own apps internally for their daily routine..in that this AI can be used
4.The data will not go out side the organisation and the dealing officer can scan and upload it in that app..he can get the documents translated in his own language and in english...English version can be a part of the documents according to the authonticed out come if AI
5.At present it is being given to advocates and it is taking time.
6.It will be useful for all state and central governments

Most bidders for these tenders are expected to be property developers, not individual homebuyers. This means that purchasers can and will redevelop these assets to extract far higher value. If MTNL conducts redevelopment proactively—either independently or through joint ventures—it can retain this value internally instead of transferring it to external developers. Redevelopment has the potential to multiply the overall valuation of these assets several times over, converting them into hundreds of crores of revenue, rather than the modest returns currently expected from “as-is” sales.
This approach can be replicated across MTNL’s wider real estate portfolio, thereby generating substantial capital for debt reduction, infrastructure upgrades, and modernization of telecom services.
