National Statistical Office (NSO) under the Ministry of Statistics and Programme Implementation (MoSPI) is undertaking the Base Revision Exercise of the Index of Industrial Production (IIP) to ensure that the index remains aligned with the current structure and dynamics of India’s industrial sector.

As part of this initiative, MoSPI has released a Discussion Paper 1.0 titled “Substitution of Factories in the Compilation of the Index of Industrial Production”, which details the proposed methodology for the upcoming IIP series and seeks to enhance accuracy and representativeness in future compilations.

The Ministry invites views, comments, and suggestions from experts, academicians, Central & State Government departments, financial institutions, industry bodies, and all other stakeholders. Feedback may be shared at: iipcso@nic.in

Good morning sir, There are lakhs of unemployed youth and poor young people are struggling for life to lead day to day livelihood. Transportion and travel are one of the areas for their livelihood. It is better to abolish taxes on heavy Transport vehicles and travel cars and buses to boost the livelihood of unemployed youth and poor people so that ,they can choose Transport or travels . Substitution of factories refers to the process of replacing one production unit (factory/establishment) with another in the data set used to compile the Index of Industrial Production (IIP) when the original unit becomes unsuitable for continued inclusion. This is necessary because the IIP relies on a fixed panel of reporting units—factories that regularly provide production data. Over time, some factories may close, suspend operations, switch product lines, stop reporting, or become non-representative. To maintain accuracy and representativeness, statisticians substitute such units with new, comparable ones.
