portion of the cost burden instantly. Shifting from Reimbursement to Subsidy: Current schemes often rely on complex reimbursement processes, forcing PwDs to pay high upfront costs. The standards should specify that financial support must be provided as an upfront subsidy or direct transfer at the point of sale (PoS), integrating with the proposed Online Portal. This ensures financial accessibility is realized immediately. Insurance Coverage as a Right: The standards must explicitly direct the Insurance Regulatory and Development Authority of India (IRDAI) to mandate comprehensive medical and health insurance coverage for all necessary AT, including replacement costs. This provision is vital, as advanced devices (like powered wheelchairs or cochlear implants) have high replacement and maintenance costs that should not be borne solely by the user. Procurement Quality over Price: For government procurement (required by the draft), the criteria must pivot from the lowest price (L1)

The Draft Accessibility Standards for the Assistive Technology (AT) Sector represent a landmark effort to institutionalize accessibility, quality, and equitable access for Persons with Disabilities (PwDs) in alignment with the Rights of Persons with Disabilities (RPwD) Act, 2016. However, to translate these non-negotiable rules into meaningful, on-the-ground change, the final standards require substantial strengthening, particularly in the areas of financial barriers, quality control mechanisms, and true user-centric design. 1. Eliminating Financial and Procurement Barriers 💰 While the draft mentions schemes for financial support, the biggest barrier to AT access remains affordability and financial friction. Mandatory Tax Exemptions: The most effective suggestion is to mandate 100% Goods and Services Tax (GST) exemption and waiver of all customs duties on all certified Essential and Specialized AT devices, accessories, and spare parts. This simple step eliminates a significant.

in the entire product lifecycle—from design conceptualization to beta-testing and final feedback—to ensure real-world usability. Interoperability: The standard should enforce open-source compatibility and interoperability requirements for digital AT and software to prevent proprietary barriers and allow users to seamlessly integrate different tools.

efficient availability of devices at the district and regional levels. A toll-free, multi-modal grievance redressal system is also required to address complaints related to AT. Areas for Enhanced Suggestions: While the framework is robust, submissions should focus on strengthening implementation and user-centricity: Affordability and GST: Suggest mandating the complete removal of GST/Customs duties on all certified AT to maximize affordability, alongside replacing complex reimbursement schemes with direct-to-manufacturer subsidies. Training and Maintenance: Propose making comprehensive user and caregiver training mandatory upon distribution of specialized AT. Additionally, establish a network of certified repair centers with capped service charges to address the critical issue of device maintenance and lifespan. Inclusion in Design: Emphasize the need for the rules to explicitly mandate paid participation of PwDs (especially for low-incidence disabilities)

following principles like POUR (Perceivable, Operable, Understandable, and Robust). Safety and Quality Assurance: A major highlight is the provision for a National Assistive Technology Safety Incident Database. This is mandated to record, monitor, and publish reports of accidents, injuries, and technical dysfunctions involving AT, ensuring accountability and continuous product improvement. Investigation into safety incidents is compulsory. Financial Inclusion and Procurement: The draft requires the Central and State Governments to establish schemes for financial support, including subsidies, reimbursements, and insurance coverage, to make AT accessible to all eligible users. Furthermore, government procurement of AT must be transparent and strictly sourced only from certified manufacturers. Distribution and User Support: It mandates the creation of a structured distribution framework integrated with existing public health and logistics chains to ensure the timely and efficient .

The Draft Accessibility Standards for the Assistive Technology (AT) Sector, introduced by the Department of Empowerment of Persons with Disabilities (DEPwD), establish a critical regulatory framework under the Rights of Persons with Disabilities (RPwD) Act, 2016. The core objective is to ensure that all forms of AT—defined broadly to include any item, equipment, software, or system used to increase or maintain functional capabilities—are universally accessible, safe, and affordable for the 21 specified categories of disabilities. Key Provisions of the Draft Rules: Classification and Mandatory Certification: The rules categorize AT into Essential (e.g., mobility aids, hearing aids, spectacles) and Specialized technologies. Critically, all AT, regardless of classification, must undergo mandatory certification by competent authorities (likely the Bureau of Indian Standards or a notified body) to ensure quality and compliance with the non-negotiable standards of Universal Design.

Hi PMO Team, I would like to give suggestions to Honourable Prime Minister and Honourable Minister's. I have observed that many State government have reserved land in each state which has been acquired or not acquired but auquried stamp is place on 712(saath bara of farmers), for many years, but due to the lack of Funds state has not started the project on those land . If central government needs the land from any state government for any project such as defence, airport, industry, dam, solar plant, electriccity, etc then the state government will start looking for the land . Instead a computer mechanics should be made where there should be record of land which can be term as Land bank account of the state which will keep a record of 1) Acquired land in city with details of farm land, barren land 2) Land available for acquisition along with minute details such as land size, water available, how far national highways and state highway, nearby railway station and hospital , suitable for
