Like PM's Insurance scheme, a health insurance scheme providing cards like credit cards can be issued and the same could be used for cashless entry and operation in Government Hospitals
A specific amount per person or family should be given for validation of the card

Like in Foreign Countries there is a concept ADOPT AN ANIMAL in the LOCAL ZOO. which takes care of the finances to a great extent.
Similarly persons suffering from special type of diseases can be help financially if they are adopted by NGO's , DONORS etc. A website specially for it can be designed and an option of tracking of the fund and its use along with details of treatment can be given to donor

sir, average middle class & rich lost faith in private hospital.In-cases of emergency this class prefer to go in govt hospital.we need to provide one branch in govt hospital with paid service,or insurance card swap, need is upgrade with equipment & specialist doctor, all services rates need to fixed.whatever revenue earned can be spend for free services and maintenance of services.actual cost of city scan,x rays etc is very less in 2 digit whereas it is charge in 4 to 5 digit.

one of the major policy change which can give large benefits in terms of resource saving of patients, is making generic drugs more accessible. say one generic drug store for every fifty thousand population. 2. Making medical education more affordable and updated ( tie ups with good international universities, 2b) Making campus sharing more common. 3. Linking instrumentation - Medical - entrepreneurial - institutional tie ups for affordable equipment development

Encourage the donation of needed medical equipment for government hospitals by local businesses for tax concessions. The government hospitals may place the requests for Donation on its website or the notice board. Encourage active participation of people in governance and development.
