The enormity of the situation brought about by the COVID-19 pandemic invites – or rather forces – a reflection on the nature and effectiveness of our systems of governance. And not just of health systems, but more broadly the governance of issues in a Pandemic.

Governance, is frequently used to refer to certain positive attributes organizations and institutions (often public institutions) should incorporate. These attributes include some concepts such as:
• Transparency
• Accountability
• Control of corruption
• Efficiency
• Inclusiveness
• Rule of law

This manner of understanding governance, often also referred to as “good governance”, suggests that effective governance is about setting rules and incentives such as enforceable orders, directives or recommendations. Through these, the behaviours of a substantial number of individuals in the group of interest are steered in a direction that is conducive to achieving collective goals.
In the current situation with the on-going COVID-19 pandemic, the central governance issues have been facing a number of challenges. The coronavirus pandemic is here and its effects on lives are still unimaginable. It has opened eyes to the limitations we have to generate effective governance in the face of a public health crisis.

To address the challenges, the Department of Administrative Reforms and Public Grievances have operationalized the ‘Idea-Box’ for receiving Ideas and Suggestions on the topic “Good Governance Practice in a Pandemic” with effect from 02.11.2020.

Govt should seriously consider filling vacant posts in various departments. With a view to minimise financial impact, Govt may bring in suitable regulations to recruit trainee officers/ staff and pay half only basic pay during the training period. If it is implemented after passing law for all cadres including those recruited through UPSC. Govt can meet a larger target in employment area with lesse financial impact. I am sure, no one will be unhappy as initially for no contributions.

Our pride of our India will be then when the true plan of the nature of the Indian and the society will develop. If people want to maintain your existence or save the next generation, then you need to protect the society and nature around yourself. People are destroying all the people to take for themselves. Inside the whole world's people and their own people around himself, and keep them alive with the people. For this, we need to take steps to the right rules.

Mr prime minister, Do we have any unharmful sticky adhesive, cheap and removable/washable too, which when applied on crops, may capture the "locusts/tiddies" to save harvest of farmers of India?

Testing for covid should be enhanced.If the positive cases are more ,figures should not be hided from public & Media.Hiding true figures CREATES FALSE SENSE OF SECURITY in People and they become careless and stop following appropriate Covid protrcting measures and situation worsens.This has happened in INDIA and abroad.Actual deaths figures should not be Hidden.People will only understand when they realise actual seriousness. Judicial delay is killing India. Judgement delays due to insignificant law points are delaying the case resulting in overburdening the system. Government has to overhaul the entire system. In the age of computers why is there so much of paper work. Is it to give jobs to all the lawyers at the expense of the system. Like in the Income Tax faceless settlement of disputes, judiciary should work on a faceless, lawyer less system. Disrupt the judiciary system urgently.

My all concern of suggesting this is there are chances of starting of second wave of covid in some states of India, Before the wave starts if govt takes this step it would be great. In this point I can say it's good governance and benefit for people also, if any found covid symptoms had just to stay at home and gets monthly stipend equally to every citizen irrespective of ones financial background.

When a citizen does not pay his dues / taxes or do not follow regulations he/she is liable to pay a fine or penalty or face legal cosnequences. But when a government agency fail to decide or take action the snow balling effect to the common man is not compensated. The judiciary / beurocarcy or legislature responsible for this delay goes scott free. There should be mechanism to hold them responsible.

India is facing a little crisis because the central government has taken timely decision on lock down to keep the people's safe from corona pandemic. I t was a very wise decision of honourable Prime Minister Sh. Modig. Great awareness program has also been carried out alerting the people's about social distancing use of mask and sanitizer. Govt Should provide stipend weekly to covid effected patients, so that they need to stay at home and don't gather or move at any public places, can prevent covid spread, and with hold his or her job for a period.. if possible can work from home or else any other intern or other person can work in place of the one for some period. Till now govt has done a good job taking as many precautions as possible.
