India has made remarkable achievements in areas like Polio elimination, lowering fertility and disease control. However, our progress in health outcomes has been slower in comparison to other countries with comparable incomes and at similar stages of development. Impressive gains in per capita income should match with increase in life expectancy or health status. We now face a triple burden of disease. Out of pocket expenditures in India is high (70 percent of total health expenditure). This is catastrophic for the poor and pushes an estimated 37 million into poverty every year.

Health is a subject allotted to the State List, under the Seventh Schedule of the Indian Constitution. The Central Government is jointly responsible for items in the Concurrent List.We have one of the most expansive publicly provided networks of health facilities yet issues of regional disparity, access and quality remain. The private sector despite being utilized by the majority of the population also has issues of quality and cost.

Even though the Union Budget allocation for the Ministry of Health and Family Welfare in 2015-16 has remained at the level of revised expenditure in 2014-15, an opportunity lies in encouraging States to spend more on the social sector with greater devolution of untied funds following the recommendations of the Fourteenth Finance Commission.

India is brimming with possibilities. Successful conduct of election, Census survey, projects in space and atomic sciences are some examples. India is termed as the “pharmacy of the global south”, providing affordable, life saving generic medicines to developed and developing countries. In the same way, there is potential for our health system to deliver optimal outcomes to the population.

The Twelfth Plan charts the path towards strengthening health systems so as to reach the long term objective of Universal Health Coverage (UHC). It is our belief that a Health System Strengthening approach is the solution to bridging the gap between our current status and potential performance. The Health Division of the NITI Aayog invites you to an open and informed discussion to elicit ideas for overcoming the enormous challenges in the sector with limited funds at hand and guide future action at all levels, in our system. Your opinion is important and valued.

Detailed note on the current status of health system in India

We invite your responses on these two questions:

1. How can we maximize health returns from available resources?
2. How can we increase investments in health?

This discussion is open for the next two weeks after which we will post a summary of the ideas generated on the forum. We will also follow-up with a more detailed note on the issues in health system and learning from best practices in the country as well as globally for further discussion. Informed briefs on the above mentioned questions will also be made available after the initial two weeks for more a targeted dialogue.

P.M. Sir, We are thankful to you for induction of new insurance policies at a very easy and affordable price. Sir, you are probably aware of the fact that the medical treatments are increasingly costlier in this days and most of the people of our country has to bear huge amount for treatment of their nearest & dearest one. Sir can't you introduce a health insurance scheme in a very affordable rate, so that we the common people can take the benefit of that for our better livelihood.

Dear sir.. Plz see on melghat areas its located in maharashtra .there is many problem in health system. Where r many machine like sonogrophy, x rays ,etc but they not work.any patient they do sonography he refer to amravti distics distnce is 150 km serious patient not carried for our health ..pregnet women also..they were conditon do or die becouse..she not carries for pain...so plz i have kind respect to u....for our help this is a poor area .belongs to adivasi area

चिकित्सा पद्धति की सबसे महत्त्वपूर्ण आवश्यकता होती है, उसकी प्रभावशालीता, तुरन्त राहत पहुँचाने की क्षमता तथा दुष्प्रभावों से रहित स्थायी रोग मुक्ति। इन मापदण्डों को जो चिकित्सा पद्धतियाँ पूर्ण नहीं करतीं, वे चाहे जितने विज्ञापन एवं प्रचार-प्रसार द्वारा दावे करें, जनसाधारण को मान्य नहीं हो सकती। उपचार प्रारम्भ करते ही परिणाम आने चाहिए। उपचार तो चन्द दिनों का आलम्बन तक ही सीमित होना चाहिए। जहाँ दवा जीवन की आवश्यकता बन जाए ऐसा उपचार और निदान सही नहीं हो सकता।

Ambulances and fire brigades should be given way : We all observe that many times ambulances are not given way and in that course we loose many precious lives. If we can bring in a new law which says that whenever we hear ambulance and fire brigade's alarm everyone should move in one direction(left or right that can be decided) without fail and everyone should stop where they are and not even crossing on zebra lines should be allowed. I believe nothing is more important than someone's life.

Modi Sir Aap kuch action lijiye dr. jo neglegent hote hein apne kam mein ..SAB dr galat nhi hein kuch to marij ko jayda medicine dete hein aur test v jo nhi chahiye tab v q ki MR se unko commission milta hein...private hospital ko v garib logo ko treatment karna chahiye ....NHM ko v strict karna chahiye q ki Doctor to govertment ka salry lete hein bt duty karte hein private mein .....

respected sir.... I am overwhelmed by your hard work and charisma.but one thing that is constantly overlooked is our rising population. we are 2nd most populous country in the world and if our population keeps on increasing at this growth rate we are certainly going to pass 20 years. We are trying to copy the business concepts of China but we are unable to replicate their success in family planning. i urge you and ur gov to think in this regard.otherwise all yourdevelopments model would bedream

Respected prime minister sir A dentist is capable to fill this gap. Why everyone is neglecting dentist in India. Most of the dentist are moving to other countries this is the big loss of our country. Plz consider b.d.s. Equally to m.b.b.s
