In order to design an interoperable ecosystem of data, applications and processes, there is a need to formulate a policy for the Government Organizations to provide Open Application Programming Interfaces (APIs). The “Policy on Open APIs for Government of India” has been drafted to encourage formal use of Open APIs in Government Organizations. This policy sets out the Government’s approach on the use of “Open APIs” to promote software interoperability for all e-Governance applications & systems and provide access to data & services for promoting participation of citizens and other stakeholders.

You are requested to provide your inputs on the policy and suggest implementation approach across the government.

To read the abstract of Open API Policy please refer the following URL: https://static.mygov.in/static/s3fs-public/Draft_Policy%20on%20Open%20AP...

Last date for sending your suggestions is 10th November 2014.

Contd from previous post... This will help to control the crime rate and catching the culprits would also be easy. The Indian citizen will be able to easily carryout any work in the government offices. All this process needs to be carried out on war foot basis.

My suggestion is regarding improvement in new voter's enrollement. We can enroll to all students of class 10th at the age of 16 years. As birth certificate & address proof is already available with school, so election commision can directly take that data from school. After 2 years (Completing 18 years of age) an automated mail at registered mail id with voter id as well hard copy & residende will be send through system. For the youths who has not studied till 10th Std. for them special desk can be arranged in every post office where they can physically submit the voter enrollement form.

For one ID, my view is, Adhaar card. As this id can be even updated by children bellow 18 yeas(Election id was issued only to age group above 18), not required to have any income (Pan card was used by only people has taxable income / salary income), Ration card, getting it is very difficult, and it is valid only in one state. Changing address adhaar card, needs to be made very simple, like send the scan copy of he rent agreement or house owner proof.

Digital India is a welcome step. It will be truly beneficial if all the available data of a person is stored biometrically. For example if a person goes to any govt. office or banks and he needs to prove his identity, his thumb, eye scan are the only source which can provide all the required information form the centralized data base. All the crime records, his behavior as a citizen, his support to the government appeals like Swachh Bharat Programme can be linked.

I suggest start e voting using centralized system, we can make all voter id card in one server and migrate all india data base to avoid duplicate so if one person can reg only a time in anywhere in india, suggesting about voter id reason behind it adhar is not available with every indian citizen but voter id is available its required bit gov support and advanced mobility technology if this both come together this thing possible , either you can run in 2 states for trial run.
