In order to design an interoperable ecosystem of data, applications and processes, there is a need to formulate a policy for the Government Organizations to provide Open Application Programming Interfaces (APIs). The “Policy on Open APIs for Government of India” has been drafted to encourage formal use of Open APIs in Government Organizations. This policy sets out the Government’s approach on the use of “Open APIs” to promote software interoperability for all e-Governance applications & systems and provide access to data & services for promoting participation of citizens and other stakeholders.

You are requested to provide your inputs on the policy and suggest implementation approach across the government.

Each person should be given the facility to create an online account and i his account all of his Government IDs, certificates and all other relevant documents like Aadhar Card, Passport,Senior School Certificate, etc. which are required to avail other Government facilities should be digitally stored. Whenver a person has to avail these facilities his documents should be verified from there rather than being asked to come with the documents required. This would bring transparecy in the system.

I feel there is a need to create a mobile app which will help identify skilled labor around that area. i.e i want an electrician to fix my light i could post my requirement on that app and this app sends this info to all electrician close to that area so that i can get quick service and this will also create more employment. All skilled labor could register them self on this app and keep them self available or busy for the same. The app should allow to rate such labor.

We need to have single sign on process in all the government portals instead of registration in each of the government portals . This will provide continuity in the government portals.

Land mapping technology & data of ISRO should be made available to all development planning functions. Actual progress at site to be monitored with a system to be based on images by ISRO. Construction of Roads,Dams, Bridges & traffic & border activity can be monitored effectively with satellite images.

User can access their specific services created within their network. Each and every small shops, colleges, schools, hospitals, etc. to be made online. From there it will update to specific users for what they have made. Eg If i am buying a mobile it should show in my account or If i am going to hospital, i can view my prescription and about my medicine.

Land Records Reform. The land records are presently dependent on outdated maps, generated ages ago. Exact size & location of each khasra number can be identified with help of ISRO's land mapping system by satellites. Owners name to be supported by unique identification number . Details of spouses & natural successor must be added. All data to be fed by revenue officer in central computer of ISRO data bank. Crop & type of land etc can be verified with the satellite picture. long term reform.
