The Government of India issued guidelines for the promotion of payments through cards and digital means on 29th February, 2016. The guidelines can be seen (here). A Committee was also constituted under the Chairmanship of Shri Ratan P Watal, Principal Advisor, NITI Ayog and Former Finance Secretary with key industry stakeholders, RBI and concerned Government Departments to review medium term measures necessary to promote the digital payment system in the Country. The Committee’s report can be seen here.

The Department of Economic Affairs, Government of India invites public Comments / suggestions on the report. We invite you to read the report and provide your valuable feedback and suggestions by 11th January 2017. The final decision on the Report will be taken after considering the comments/suggestions received on the Report.

The digital payments should be implemented first to all MLAs,MPs and state and central govenments servants immediately and observe the performance.Then only the public should be advised.If so there will not be any misunderstanding

भारतीय राजनीतिज्ञ जब तक राष्ट्रीयता का अवर्ण नहीं छोड़ेंगे तब तक १२६ करोड़ जनमानस का कल्याण संभव नहीं,इसलिए सबसे पहले राजनीतिक दल अपने समस्त किर्याकल्पो को आमजन के समझ प्रस्तुत कर आमजन के विचारो को महत्ब देकर पारदर्शिता के साथ अपने कर्मो का प्रशतुतिकर्ण नहीं करते हे, तब तक आमजन का छला जाना बना रहने से केशलेस,कालाधन,भर्ष्टाचार कल्याणकारी योजनायो का कोई अर्थ नही ?

Government implemented the cashless scheme without having done groundwork in detail 1. Server were usually down of the bankers resulting in wasting of 3M's 2. Bankers are not ready to issue ATM cum debt cards for months 2. Bankers are not ready to issue swipe machines thus forcing the citizen to force to make purchases from some unwanted traders 3. Swipe machines are not working properly resulting in wastage of time 4. All transactions must be free of cost and tax free

1) Complete Government Machinery shall take payment only in cash less form. 2) All Cash Less Transaction should be Charge free & Tax-Free. 3) All Cash Withdrawal, Deposit & Payment shall have 1% Cash Handling Charge. Meaning if deposit 1 Lakh cash, 1000Rs should be deducted. For purchase of 100MRP Good Shopkeeper shall charge 101Rs.

गवर्मेंट हॉस्पिटलो में डॉक्टर से अप्पोइमेन्ट ,टोकन नंबर ,ऑनलाइन रसीद तथा दवाईया लेने में लाइन न लगना पड़े जिससे हॉस्पिटल व्यवस्थित और स्वक्चता बना रहे। जिससे बुजुर्गो को भी आसानी हो और बुजुर्गों । मरीजो कोड दिया जाये जिसमे उनकी पहले की मेडिकल जानकारी हो। किस किस डॉक्टरों ने उस मरीज का इलाज किया है। इस सुविधा से लोगो को जो ब्लड प्रेसर,मधुमेह, सिकलिंग,आदि जैसी बीमारियो के रेगुलर चेकअप में लाइन नहीं लगाना पड़ेगा और आसानी होगी।

1) Make payments cashless in all government offices like RTO, Land Registration, Revenue, Municipal and Panchayat offices,VAT, Excise and Customs, Traffic and Forests department offices, etc. 2) Create small Centres in taluk Panchayat and Municipal zones level for online payments of Utilities bill payment, penalties payment of traffic and other departments, etc. 3) Make cashless payment mandatory for all political parties, NGOs, religious charities and taxes with penalties on violation.

It's a good initiative to bring the cashless system but for our country there has to certain leverage and constraints when it comes to its implementation. Since the time of demonetisation there has been inconveniences with one or other vendor during the card payment. Either they charge extra over the MRP or reject accepting card. Is there a plan to overcome this hassle??

Govt. can launch digital payment system in railways "pantry" and railway station stalls. Just create a virtual address of UPI for pantry or create a wallet of paytm or jio money so that person traveling in train can pay through digital mode while in journey.
