The Government of India issued guidelines for the promotion of payments through cards and digital means on 29th February, 2016. The guidelines can be seen (here). A Committee was also constituted under the Chairmanship of Shri Ratan P Watal, Principal Advisor, NITI Ayog and Former Finance Secretary with key industry stakeholders, RBI and concerned Government Departments to review medium term measures necessary to promote the digital payment system in the Country. The Committee’s report can be seen here.

The Department of Economic Affairs, Government of India invites public Comments / suggestions on the report. We invite you to read the report and provide your valuable feedback and suggestions by 11th January 2017. The final decision on the Report will be taken after considering the comments/suggestions received on the Report.

Payments through cards attract charges in some form or the other. This makes the payments costlier. If one spends Rs. 1000.00 in ten rounds, each time s/he will have to pay these charges. It can be approximately up to 2.5% per transaction. SBI levies 2.5% DOM charge on a debit card transaction. This obviously adds additional burden on the user. Such charges should either be rationalized or completely done away with.

We should create awareness in temples, schools, colleges, etc regarding digital payments. Those people are having smart phones and don't know how to use it, by arranging camp we should literate them. The camp people could be student from colleges,schools,different volunteers from different class.

What legal provisions / instant remedy or compelling support cashless payer have if other party of transaction demands none other modes than cash payment and that too without receipt? For last 45 days I am trying to persuade cashless payment in every trade but the receiver demands none other than cash.

Payments through digital mode is a very innovative and good step. It not only helps in curbing black money transactions made through cash, transparent and easy as well. However, it is essential that the user has a seamless and fast internet connectivity at a reasonable rate. Lucky draw scheme is a good option to encourage cashless transaction, but it cannot be a perpetual phenomenon. The use of websites and Apps must be hack-free so that the user can feel safe.

1) First of all we have ensure good internet connectivity to every person. 2) Second Thing is that we have to find things which all people already have it. Like Google account, Whats App, Facebook and paytm and enable it for transaction then link it to the bank. 3) Google is already having Google wallet for this purpose gust our banks has to approve it for linking.

the first basic requirement to ensure proper connectivity. even in metros net connectivity is far below desired levels. many times transactions made do not get completed though account gets debited. secondly it is very important to have a very secure infrastructure. our infrastructure of banks is just not equipped for this. PSU banks net banking does not work many a times leave alone their mobile apps. If proper security is not in place hacking of confidential data takes place #DigitalPayment

all bank transfer with secured apps be developed.. the bank details be entered while registration and a ID be generated accordingly.. Incase of camera mobiles, QR codes be generated and the amount be entered and amount can be transferred accordingly if no camera handsets these ID's be entered manually. No levy charges, Less time and fast transfers what every citizen is ask for..

Sir, Additionally, it must be mandatory to transact digitally for all factories, wholesalers and govt agencies. Inputs purchased by factories will tell you the volume of production in the factories, purchases n sales of wholesalers will tell you the volume of trade of retailers also, who never show their actual turnover and income from establishment. When a retailer purchases digitally through proper bills, he will have to show his sales also commensurate to his purchases.

Sir, Banks are charging from 1% to 1.75% on transactions made through POS machines (presently has been waived off) + monthly rental charges which are more than 1000/- Rs from small businessmen,. Hughe transactions takes place in cash where business man earns 1 to 2% only,(These transaction charges are not applicable to big business house as they give large volumes to Banks) I think if these charges are waived off than every shop will have a MPOS machine, at the door steps of all costumers.

the gov. could also consider giving an income tax rebate(say 50K) for any individual who makes payment of say 2 lakh and above electronically.He/she may have to keep the receipts or transaction details to avail of this.
